**Role**

Site Liaison Officer (SLO) for the construction project.

**Services**

General - The role is to act as the Site Liaison on behalf of the Client’s Senior Project Sponsor (SPS) and Client Representative (CR) and to assist in the effective delivery of the project on site.

The SLO is expected to work positively with the establishment; constructor and other parties in the spirit of trust and mutual co-operation to ensure the successful delivery of the project.

In particular, the role will require the SLO to:
1. Liaise with Governor, Duty Governor & Orderly Officer.
2. Interface between contract delivery & operational regime. Maintain an open and effective dialog with all parties involved.
3. Act as the ‘eyes and ears’ of the Client and the Client Representative and assist the Constructor in delivering the project to the required standards of quality in a timely fashion.
4. Assist the Partnering Team to achieve the project objectives.
5. Attend project meetings and update the Partnering Team as necessary on any issues relating to the interfaces between the construction work, the Establishment and the Team.

The SPS and CR will agree the periods when services will be required. The duties will be as determined from time to time by the CR, and will include, but not be limited to the following:
**Provision of information to the Establishment.**
- Maintain an understanding at all times of the Establishment’s security requirements,

operational activities, other works activities, Health and Safety policies, etc.- In conjunction with the Constructor keep the relevant personnel at the establishment informed of:
1. Any amendments to the project timetable.
- 2. Specific problems occurring or anticipated to occur on site
- 3. Specific construction activities that may affect the operational regime such as - movement of large plant or changes to power supply/interruption.- Attend, chair and minute formal project meetings (i.e. the weekly look ahead meetings) between the Establishment and the Constructor. Issue meeting minutes to all attendees and the Client Rep.

**Provision of information to the Constructor Team**
- In consultation with the Establishment, advise the Constructor, CR and SPS of:
1. Concerns that the Establishment may have regarding on-going construction activities.
- 2. Any specific operational requirements which may impact on the construction activities, such as security audits or maintenance work.- Assist in the location and provision to the Constructor of the information from HMPPS Regional Maintenance Leads (Works Departments) such as drawings, survey information or other historical data.
- Assist in the induction by the Constructor of new site personnel by providing information as part of the induction process on the requirements of the security regime.

**Support the Senior Project Sponsor and Client Representative in the administration of the partnering documents.**
- Assist the Constructor to achieve compliance with the Establishment’s security requirements.
- Assist the Constructor to maintain level of Health & Safety as set down in the Establishments H&S policy and the Constructor’s Health and Safety plan.

**Liaison/Support during construction period.**
- Provide assistance to the Establishment when ordering Locks, IT and other Client supplied fixtures or fittings.
- Provide assistance in the planning and co-ordination of escorts by the Establishment.
- Inspection of the fencing and site security on weekly basis with a representative of the Establishment.
- Attend as necessary any key activities which may have a significant impact on the operational regime of the Establishment such as connections, transfer to new power supply.

**Liaison/support to the Establishment at commissioning/handover.**
- Assist the establishment in the arrangement for site training for the Establishment personnel and maintenance contractors on the new plant and equipment.
- Assist the establishment in the identifying and arranging the procurement and storage for;
1. Any spares for new plant and equipment
- 2. Any new fuels or other materials necessary for the operation of the new plant and equipment.**Salary**:

Standard working hours for this post are 37 hours per week excluding breaks which are unpaid.
