Waste & Recycling Supervisor

Job Purpose:
Managing the day to day operational waste & recycling services, delivering service safety, quality and financial objectives. There are several supervisors within the service operating to the same role profile; responsibilities and day to day activities willbe prioritised to cover some or all aspects of this role profile, according to the needs of the service.
Key Accountabilities:
- Supervise and control all collection teams and tasks, ensuring compliance with the procedures and policies of the council, legislation and best practice
- Responsible for resource and planning requirements for all works including operatives, materials and plant. As part of this process, ensure resource and cost are managed within set budget and resourcing plans
- To manage deployment of resources (vehicles and staff) to ensure all work is completed to high standards, safely and as efficiently as possible
- To proactively change resourcing plans to adapt to circumstances and ensure optimum outcomes, including responding to staff shortages, vehicle breakdowns and other events that adversely affect the service
- Ensure driving standards are maintained and vehicles in the service area are operated within council policies and statutory regulation, including driver’s hours and inspections and maintenance, delivering fleet and driver compliance management systems
- Ensure all activities comply with Health and Safety requirements including legislation, policies and best practice
- To deliver front line health and safety programmes and contribute to development of these programmes and their objectives, including risk assessments, safe systems of work, monitoring programmes
- To carry out work activity inspections, toolbox talks, training and other activities to ensure safety, quality and efficiency of operations.
- To investigate accidents, incidents and near misses to establish causes and improve controls to reduce risk
- To manage and administer all management systems relating to the service including resource planning, safety, fleet compliance, payroll, customer complaints and insurance
- To maintain and implement IT systems and paper based systems within the service, including In-cab, back office routing, staff management and customer care systems, ensuring they are accurate and up to date
- To line manage front line staff including drivers, loaders and team leaders, implementing all policies and procedures set out by the council.
- The supervisors are jointly responsible for all staff within the collections teams and may be required to focus on some or all staff, depending on the needs of the service. This includes employee welfare, appraisals, identifying training needs and dealingwith disciplinary matters
- To manage staff within the team to maximise performance, implementing formal processes including appraisals and regular performance reviews, and to use informal day to day management to maximise welfare and drive high performance
- Carry out formal HR processes including disciplinary investigations, sickness management, performance management; supported by the Waste Operations Manager
- To direct the activities of the team leaders, using the resource to best effect and ensuring they deliver the requirements set out in the team leader role
- Respond to customer complaints or a request for service, ensuring that issues are addressed effectively and that feedback and improvement takes place. To follow complaints procedures and best practice, resolving complaints quickly and to a high standard,escalating when they can’t be resolved
- Ensure effective liaison between the service and workshop to secure the sustained operation of fleet
- To maintain effective working relationships with support services and other departments co-located at the depot to assist in implementing their objectives
- To work with operational staff and managers at Public Power Solutions to ensure waste collection, transfer, treatment and disposal activities are co-ordinated and managed to achieve best outcomes
- To manage temporary and agency staff within the service, ensuring they operate to the same standards as full time employees and undertaking formal performance management tasks as relevant
- Recruit staff within the service area as required in line with the company policy
Knowledge and Experience (Minimum):
- Experience of using a range of IT systems including MS Office and bespoke operational and HR systems to deliver efficiencies and effective controls of staff and resources
- Ability and experience of managing front line staff and resources
- Ensure effective liaison between the service and workshop to secure the sustained operation of fleet
- To maintain effective working relationships with support services and other departments co-located at the depot to assist in implementing their objectives
