The NHSBSA is a Special Health Authority, an Arm’s Length Body of the Department of Health and Social Care providing a complex range of central services to the NHS, NHS contractors, patients, and the public. We handle over £35bn and influencing the NHS handling of over £87bn tax-payers funds.

The Head of Financial Strategy and Planning has overall responsibility for the provision of a professional strategic planning service to the NHSBSA, leading a team that engages fully with internal senior leaders and external stakeholders to support the delivery of the strategic objectives and the development of a medium term financial plan ensuring the NHSBSA applies Managing Public Money and HMT Consolidated Budgeting Guidance.

The post holder will oversee effective finance business partnering and finance projects services across the NHSBSA to provide insight and financial decision support to budget holders. A fundamental understanding of the operational and change issues and challenges of each service area and the wider system that the organisation operates within will be required.

The post holder will ensure a robust methodology is in place for the preparation of business cases for all significant items of capital and revenue expenditure and develop financial models and evaluation techniques to support major transformational and client change programmes.

The main duties of the job include medium-term financial planning and business planning, development of the NHSBSA financial strategy, delivery of a first-class business partnering service that promotes taxpayer value, providing financial advice on complex issues and demonstrating specialist knowledge of financial management. The job will include major project evaluation to support the production of major business cases, in line with HM Treasury guidance. As part of the finance department's Senior Management Team, the post-holder will provide and model leadership to the Strategic Finance planning team and wider finance department.

The post-holder must demonstrate the ability to use Financial performance management frameworks, budgeting and costing techniques, complex financial modelling and strong leadership skills; excellent communication skills, people management skills, strong persuasion and influencing skills; well-developed judgmental and analytical skills; diplomacy, assertiveness and proactivity.

With experience at a senior level in a complex organisation and working at strategic level, the post holder will lead large, complex, multi-discipline project. The post-holder must hold a CCAB Professional Accountancy qualification.

**Job purpose**:
As a member of the Department’s Senior Management team, the post holder has overall responsibility for the provision of a professional strategic planning service to the Authority.

Leading a team that engages fully with senior leaders in the Authority and external stakeholders to support the delivery of the strategic objectives and the development of a medium term financial plan.

The post holder will ensure the delivery of an effective finance business partnering and finance projects service across the organisation to provide insight and financial decision support to budget holders. To achieve this, a fundamental understanding of the operational and change
issues and challenges of each service area and the wider system that the organisation operates within will be required. The post holder will act as an advocate of the business within the finance function and provide a financial input back into the business area. Working closely with Commercial and other corporate strategic planning teams including supporting the
development of both Service area and the overarching NHSBSA Finance and Commercial plans and risk registers.

The post holder will be a member of Service area SMTs and support Budget Holders to discharge their accountability for using taxpayer funds and ensure the Authority applies the guidance contained in Managing Public Money and HMT Consolidated Budgeting Guidance.
