Senior Finance Lead Strategic Capital

As a Senior Finance Lead in the Strategic Capital team, the post holder will work as part of a dynamic team in delivering an effective service supporting managers and staff across the East of England finance directorate. The position will be an integral member to the strategic capital team and will need to build relationships with our systems/organisations, national colleagues, strategic estates advisors and our strategy and innovation directorate.
You will be a CCAB qualified accountant, preferably with NHS commissioning and provider finance experience plus relevant experience at a senior management level. You will have excellent interpersonal, communication, presentation and analytical skills and have experience of dealing with difficult situations and the ability to handle conflict in a positive and professional manner.
The role will involve providing professional financial advice and guidance regarding all aspect of capital requirements. The role holder will need to review/challenge business cases and strengthen narratives and assessments using the HMT 5 case model and CIA evaluation model.
The position will need to advise on relevant governance requirements and timings to ensure business cases are approved in a timely manner to ensure rapid progression.
This role is particularly critical due to the East region requirements associated with the New Hospital Programme, RAAC issues and priority national schemes
Working knowledge of the HMT 5 case model and CIA model to assess strategic business Cases, outline business cases and full business cases against
Ability to robustly challenge and influence report writers to ensure business cases are robust and approvable
Navigation and advice regarding governance routes and timings to facilitate rapid progression of capital project
Ability to build strong relationships to with key stakeholders across the East region and national colleagues

Colleagues with a contractual office base are expected to spend, on average, at least 40% of their time working in-person.
Staff recruited from outside the NHS will usually be appointed at the bottom of the pay band.
NHS England hold a Sponsor Licence; this means that we may be able to sponsor you providing the Home Office requirements are met. To be eligible for sponsorship through the Skilled Worker route you’ll usually need to be paid the ‘standard’ salary rate of at least £38,700 per year, or the ‘going rate’ for your job, whichever is higher. As a Senior Finance Lead in the Strategic Capital team, the post holder will work as part of a dynamic team in delivering an effective service supporting managers and staff across the East of England finance directorate to:
- Deliver functional finance responsibilities for the region as required, working with other regional and national colleagues to ensure that these are delivered in a single way as a single team.
- Ensure the provision of expert, evidence based financial and business advice to regional and national colleagues.
- Work with systems and organisations and in a matrix way with the wider team to provide the appropriate level of support and escalation when needed.
- Support the delivery of large-scale business cases through the NHS England approval process, working closely with national colleagues in Capital & Cash and DHSC.
- Work pro-actively alongside Trusts throughout the business case development process to support the submission of high standard business cases requiring mínimal revision prior to approval.
- Provide assurance over the business case, ensuring alignment with the Green Book requirements and the five-case model. This includes consideration against the business case Fundamental Criteria requirements and the NHSE capital business case guidance.
- Complete detailed review of the economic case (including the Comprehensive Investment Appraisal) and the financial case (including the financial modelling).
- Engage with the Trust to finalise the case following detailed feedback from the regional team, national Capital & Cash and DHSC.
- Prepare the business case recommendation report for approval at regional executive level and by national Capital & Cash. Support the presentation of the report through
