Qualifications: The post holder will have relevant certificates of competence or equivalent for example, Certificate of Technical Competence. (COTC) Level 4/Occupational Certificate of Competence (OCC), First Aid as Work or must be able to demonstrate the ability to achieve competence within a reasonable timescale.

Lancashire County Council manages over half a million tonnes of municipal waste each year. The council has a network of waste facilities which includes the direct operation of 16 household waste recycling centres and two waste transfer stations.

The Transfer Station Supervisor will report directly to an Assistant Operations Manager but will also receive day to day direction and instruction from the Operations Supervisor(s).

The role involves the direct supervision of all staff on the transfer station and the implementation of pre-determined working systems and procedures to ensure that transfer stations are operated safely, compliantly and to specified standards.

Post holders will be expected to make decisions as to how and when specific staff duties are carried out and respond to situations independently. Whilst being actively involved in the general delivery of operations within the transfer station and routinely performing the duties of the Mobile Plant Operator, the Transfer Station Supervisor will also monitor the delivery of duties by other members of staff and ensure that these are carried out effectively and efficiently.

The Transfer Station Supervisor will be responsible for the recording of all required information ensuring that the information recorded is sufficiently detailed and accurate. In addition, the Transfer Station Supervisor will be responsible for reporting any issues that arise in the day-to-day operation of the site including, but not limited to, staffing issues, hazard reporting, near misses, defects and maintenance issues. The post holder will ensure that duties are allocated in advance of any absence and all staff are sufficiently trained to ensure that all reporting and recording systems are effectively carried out in their absence.

Typical duties will include the following:

- Supervising, directing and assisting staff in delivering day to day duties.
- Ensuring that lists of activities are conducted on a daily basis and ensuring pre-defined operating standards are met.
- The careful operation of mobile and mechanical plant.
- Assisting with the training of others in the use of mobile and mechanical plant.
- Direct engagement with contractors, district representatives and regulators.
- Recording and reporting of information.
- Ensuring the transfer stations are compliant with quality, environmental and health and safety standards.
- Liaison with customers and visitors to ensure compliance with site rules and standards.
- Pre-planning tasks and duties to ensure the consistent delivery of operations in advance of absences.
- Training all relevant staff to ensure standards are maintained and reporting and recording systems are delivered in their absence.
- Supporting the Assistant Operations Manager(s) and Operations Supervisor(s) in the delivery of aspects of their roles that are commensurate to the grade of the post.
