**Summary**:
Defence Business Services (DBS) aims to be the ‘best business services partner for the UK Defence and Security Communities’ by providing critical business services, including Human Resources, Pay, Veterans, Finance and Procurement, that enable our customers to focus on strategic Defence priorities and maintain National Security.

This role is within Finance and Commercial Change Delivery Services (CDS) Team supporting a large and complex Change Programme.

This job role may be suitable for hybrid working, which is an informal, non-contractual and voluntary arrangement, blending a balance of attendance in the workplace (your permanent duty station in Bristol, Abbey Wood North) and working from home. If you are successful, any opportunities for hybrid working will be discussed with you prior to you taking up your post.

There will be an occasional requirement to visit other DBS or MOD sites, for which expenses may be claimed in accordance with the extant policies and procedures.

This position is advertised at 37 hours per week and is suitable for part time or Job share applicants.

**Job description**:

- As the Change and Business Engagement Team Leader you will be responsible for the planning and delivery of all business analysis, business change and change co-ord activities required to support the Finance & Commercial Change Programme. In addition to leading the team, you will be a practitioner working on complex changes across a number of products and services.**Responsibilities**:

- Leading in engagement with senior stakeholders to understand, identify and analyse user and business needs.
- Supporting the development of robust business cases by helping to identify and analyse potential benefits, options for achieving those benefits and associated business risks.
- Ensuring business and stakeholder requirements are understood, through common requirement elicitation techniques.
- Understanding, mapping and documenting complex business processes and services.
- Assessing the impact of changes on the DBS organisation, people and processes.
- Working with Solution Architects to identify and select appropriate technical solutions based on requirements. Ensuring solutions are fit for purpose and aligned with service vision and business strategy.
- Working within project teams to support delivery throughout planning, implementation and testing, ensuring business readiness criteria are met.

2. Management and Coordination of all Change Requests:

- Ensuring effective operation of the agreed change process.
- Governing the prioritisation of changes.
- Measuring and monitoring performance against defined Key Performance Indicators and working with Functional Leads to develop these.

3. Contributing to a culture of continuous improvement for ways of working:

- Working collaboratively with colleagues across DBS, Directorate of Financial Strategy and Defence Commercial to achieve common goals.
- Promoting and ensuring the use of appropriate ways of working, techniques, methodologies and tools.
- Driving the analysis of information and processes to create recommendations for service improvements.
- Leading in the investigation of business challenges, problems and opportunities, considering all perspectives and making recommendations for resolutions.

This role has 3 direct reports (2 x SEO and 1 x HEO) and Countersigning Officer responsibility for 5 personnel (4 x HEO and 1 x EO).- Demonstrable experience of Business Analysis tools and techniques
- Good working knowledge of MOD or Government Finance and/or Commercial Processes and Systems.
