**MILEAGE**:45p per mile
**Overall Purpose of Job**:
The post entails the planning, preparation and chairing of Foster Carer
Reviews. The completion of review reports and, if required, presentation to
Treehouse Care’s Fostering Panel.
To be involved in the development of the reviewing service practice, policies and systems.
**MAIN DUTIES AND RESPONSIBILITIES**
- To meet with the Fostering Management and draw up an agreed work plan detailing timescale etc.
- To work within and adhere to Tree House Care policies and procedures.
- To respect confidentiality and to comply with your duty of confidentiality to Treehouse Care Fostering Solutions Ltd. Keep all information in relation to foster carers in a secure place throughout the reviewing process.
- To prepare for Foster Carer Reviews by reading the Review Pack paperwork prior to the review being held within the agreed timescales.
- To chair and minute Foster Carer Reviews and any Reviews held early as per Tree House Care policy, ensuring that all information provided is shared and discussed. To highlight areas of good practice or commendations alongside areas of development for both the foster carer and the agency. Provide participants with a clear summary of the meeting, recommendations and action points.
- Ensure that paperwork and meetings are held within set timescales to prevent ‘drift’.
- To recommend if the Review needs to be presented at either Foster Panel or Tree House Care’s Fostering Review Forum, referring to the relevant policy and procedure.
- To confirm all checks including medical(s), DBS, and references are within date, that all household insurances are up to date, MOT and car insurance is valid, Heath & Safety and Safe Care Policies are current and implemented.
- Ensure that each child in placement has an individual Safe Care Policy in place.
- Foster Carers are fulfilling the Agency expectations in relation to recording, training and the Foster Care Agreement.
- Ensure Foster Carer Reviews are child-centred and involve consultation with children/young people in placement, children who foster, foster carers, education, health and the child/young person’s social worker.
- Evaluate the previous year’s placement(s).
- To prepare Review Officer’s comments on the Review Report with clear recommendations, evidencing the reasoning behind the recommendations made. Meet and work within the Agency deadlines and timescales to ensure the efficient running of the service.
- Where necessary attend and present reports to Treehouse Care’s Foster Panel.
- Where appropriate undertake investigation of complaints from our stakeholders.
- Discuss the progress and commitment of foster carers in undertaking and completing requirements such as TSDS (Training Support and Development Standards), and that there is a PDP (Personal Development Plan) in place for each fostering household.
- To prepare reports and overviews in relation to the review service as required by Fostering Management.
- To prepare and cooperate with internal audits and regulatory inspections by OFSTED.
- Liaise urgently and directly with Fostering Service Manager to highlight, challenge and address any performance and practice issues within the Fostering Service.
- If the (potential) recommendation from the Review is for the carer to be placed ‘on hold’, this to be discussed with the relevant manager at the first opportunity (which may be on reading the Review Pack prior to the Review Meeting taking place)
- Identify and undertake appropriate training as the opportunities arise.
- Keep up to date with key polices and changes, research and best practice initiatives in respect of Looked After Children and Fostering Services.
- Plan, prepare and facilitate training/workshops for staff, foster carers, and panel members in relation to the Review service, its systems and developments.
- Ensures the safety, welfare and wellbeing of children is given the highest priority.
- Ensure that the protection of children and the promotion of their welfare is given absolute priority. Any information regarding critical incidents or allegations are recorded, and acted upon appropriately, in-keeping with policies and procedures and relevant local authority child protection procedures.
- Ensures compliance with safeguarding procedures, throughout all work within the company, informing the agency immediately of any child protection matter or serious complaints during the Review process.
- Undertake any other duties as required by the Fostering Service Manager or Company Directors.
