Technical Accountant
I am working with a Public Sector Organisation based in Bradford who are looking for a Technical Accountant for 3 Months Initially.
The role is full time, to start ASAP and paying £269.61 Umbrella per day. The role is in scope of IR35.
Job Purpose
You will have a key role in the collation of the budget book and Medium-Term Financial Plan (MTFP), the monitoring reports and Statement of Accounts. You will manage technical and specialist accounting requirements, specifically around the implementation ofnew or amended accounting standards. Working collaboratively with stakeholders across Finance, directorates and external auditors to ensure compliance with statutory accounting requirements. Lead on Balance Sheet Management ensuring all accounts have an owner,reconciled, and reviewed on an annual basis. You will work collaboratively with the Finance Operations, plus the BCFT's key stakeholders including Business Partners and the wider Finance team to ensure a consistency of approach to achieve best practice. Youwill also be required to work with external stakeholders as and when required.

**Responsibilities**:

- Support the AD Finance in the closure of accounts process, ensuring that accountants and budget managers are kept informed of accounting practice changes, to achieve a smooth, timely and accurate year end.
- Lead on specific areas on the closure of accounts, ensuring compliance with accounting standards and statutory accounting requirements.
- Manage the implementation of new or amended accounting standards, ensuring financial systems are amended as required, communication with accountants and budget managers to ensure compliance to deliver a robust set of accounts.
- Lead on the submission for Whole BCFT Accounts within prescribed timeframes.
- Manage the quality assurance and collation of the budget, ensuring accuracy and timeliness. Engage and work closely with Finance colleagues.
- Support the AD Finance with the collation and quality assurance of the Council's monthly budget monitoring report, ensuring consistency of explanations and inclusions of key data, prior to the report going to Cabinet.
- Support on continuously improving the way we deliver monitoring reports, the budget, and accounts.
- Supervise and support team members to provide operational direction and empower their performance.
Knowledge and Skills
Due to the Governments Fluency in English Duty for posts where employees speak directly to members of the public the post holder is required to meet the Advanced Threshold level which will be implemented where the post requires a greater level of sensitiveinteraction with the public, (e.g. in children's centres) - where the person is able to demonstrate that they can during the interview:

- Can express themselves fluently and spontaneously, almost effortlessly
- Only the requirement to explain difficult concepts simply hinders a natural smooth flow of language
Experience
- High level of understanding of Local Authority financial systems and control processes
- A good understanding of public sector finance
- Thorough understanding of budgeting, budget monitoring and year end closure of accounts processes
- Awareness of data protection and confidentiality issues
