Procurement Support Officer

This role can be working from home, but their will be a requirement to attend the offices in Leeds once/twice a month to attend team meetings.
- Hours: Monday - Friday 37 hours a week (hours are flexible around 9-5)
- Location: Working from home but there will be a requirement to attend the office in Leeds city centre
- Pay - £ 16.97 per hour, rises £20.49 per hour after 12 weeks
Based within the Leeds office, the Commercial team sits within the finance directorate and is part of the HEE national finance systems team. Supporting the Senior Procurement and Commercial Manager, the Commercial/Procurement Officer will maintain and develop HEE national policy relating to procurement, ensuring a standardized approach across one HEE. The Procurement/commercial officer will ensure that all staff undertaking procurement activities are supported in the procurement process and will act as a key point of contact with HEE staff for procurement support and advice
Description of duties:
- A requirement to build and maintain relationships with both internal and external stakeholders
- A requirement to lead on sourcing activities via. several routes (above threshold, below threshold, framework call offs/mini competitions etc )
- Present complex, sensitive or contentious procurement information to large groups where challenge or resistance may exist
- Ability to adjust procurement plans and resources in line with changing events and requirements
- Ability to determine the appropriate course of action where analysis and judgement of a range of complex and potentially conflicting procurement information is required
- Excellent ability to exercise high levels of procurement diligence when assessing or preparing procurement documentation, especially when information is received from a variety of sources and may be conflicting
- Experience of the full end to end procurement lifecycle from identification of need, drafting of tender documentation through to contract award
- Able to liaise with other managers to share procurement best practice, enabling managers to understand the relevance of a procurement process to their business needs
- Must be able to manage conflicting priorities and balance a large workload
Procurement experience in the public sector is essential for this role. Or if you posses high level of procurement management within the private sector, you will also be considered
