Senior Associate - Market Surveillance
Background
The Market Surveillance team plays a pivotal role within the Market Oversight Division to tackle the harm that market abuse can cause to the integrity of the UK financial system.
With a clear strategy in relation to STOR supervision of firms and venues, in-house surveillance development and external stakeholder engagement, the Market Surveillance team achieves public value through:
- Supervising firms and venues to improve their market abuse arrangements, systems and procedures, from detection of market abuse to STOR submission. This makes it harder for individuals to commit financial crime or misconduct and ultimately enhances the integrity of the UK financial markets.
- Developing new ways to detect market misconduct through innovative surveillance solutions and collaborations in pursuit of the FCA’s credible deterrence strategy. By assisting in the development of in-house surveillance, we help to detect suspicious trading for our colleagues in the Conduct Enquiries teams to investigate.
- Engaging with other regulators, surveillance industry and academic institutions to discuss new types of abuse, prepare for new challenges, and to share and promote good surveillance practices. These collaborations help the FCA to be recognised by all stakeholders for our contribution to making the UK financial system work well for everyone.
What does this job involve?
An opportunity has arisen for a highly motivated individual to join the Market Surveillance team. The role will include:
- Supervision of the STOR regime, including assisting with and leading visits to firms, trading venues and other market participants to assess their market abuse surveillance arrangements and STOR policies and procedures
- Providing market commentary to FCA senior management covering secondary market activity where required
- Analysing the output of internal surveillance to identify activity which may indicate market abuse, and referring any suspicious activity to the relevant Enquiries teams for review
- Contribution to the development of internal market abuse surveillance systems, processes and procedures
- Providing input into proposed policy initiatives which relate to our area
- Liaising with industry participants and other areas of the FCA, delivering formal presentations to help communicate market abuse surveillance issues

- Practical experience and a technical understanding of financial markets

- Knowledge and understanding of financial instruments

- Strong oral and written presentation skills, with the ability to explain clearly and succinctly complex situations
