Your new role

National Highways have an excellent opportunity for an Asset Needs Manager to join our team in the Yorkshire North East region. The Asset Needs Manager will lead a team of specialist asset engineers who contribute to the Region’s forward programme planningprocess by providing technical expertise in the identification of asset specific needs and early solutions, while assuring adherence to defined asset policies and standards.

What you’ll be leading on
- To lead a team of engineers, setting the tone and driving high performance, ensuring the team’s ongoing development and engagement.
- To be responsible for long term resource planning, continuously assessing capacity and capabilities in the team, and take proactive steps to address issues to ensure the team can operate effectively to deliver against current and future demands.
- To ensure that the function has robust, effective and high-quality processes, procedures, and tools in place so as to provide the required level of performance for the region.
- To lead and coordinate the identification and evaluation of asset specific needs in the region (e.g. pavement, drainage, structures, etc.) in order to articulate future maintenance and improvement requirements.
- To ensure that regional forward programmes, capital investment and maintenance plans reflect asset needs, and are developed in a way that is compliant with the organisation’s technical asset policies and standards.
- To ensure that the Region has the required internal technical expertise to shape, assure and/or challenge early solution designs and studies, in order to ensure these, deliver the best outcomes for customers, whilst maintaining compliance with technicalpolicies and standards.
- To lead the development and maintenance of regional Lifecycle Asset Management Plan, liaising with National Highways Safety Engineering and Standards (SES) directorate to deliver ongoing improvements and innovation.
- To manage and coordinate the Region’s Designated Funds (DF) feasibility studies and early solution development, working closely with Route Managers and Programme Development colleagues to ensure that forward programme planning incorporates specific DF considerations.
- To lead the engagement with SES, ensuring that the Region’s operational requirements and constraints are considered and reflected, as applicable, in the development of technical policies and standards.
- To ensure that changes to technical policy, specifications, standards and asset management related processes are communicated, understood, adopted and embedded in the relevant regional teams/roles in a timely and consistent manner.
- To act as the Region’s nominated representative for discharging the relevant statutory and regulatory duties, operational standards, service delivery manuals, requirements and guidance.
- Recommend opportunities to improve asset management capability, processes and approaches, and manage the implementation of changes within own area of responsibility; champion and share best practice, and promote compliance to recognised asset managementstandards.
- To ensure the health and safety needs and wellbeing of customers and employees are fully considered and accounted for throughout the planning and delivery of each service activity.
- To carry out such other duties which are consistent with the nature and responsibilities of this role.

To be successful
- Solid understanding of the organisation’s goals and strategy.
- Demonstrable experience of leading multidiscipline teams.
- Expert understanding of relevant technical asset policies and strategies.
- Experience of developing business and asset management plans.
- Good commercial and financial acumen, including budget management
- Asset management decision making (capital investment, lifecycle costs, value optimisation, service & availability optimisation, social & economic knowledge).
- Expert knowledge of asset condition assessment and degradation modelling
- Identification of appropriate metrics for analysis and interpretation of information to monitor the business benefits of asset strategies and plans.
- Investment appraisal and optimisation techniques; value-for-money criteria and financial evaluation methods.
- Awareness and knowledge of duties to be discharged through relevant statutory and regulatory duties, operational standards, service delivery manuals, requirements, and guidance.
- Demonstrable experience of stakeholder management
- Knowledge and understanding of CDM 2015.
