Head of Strategy and Programmes

A Local Authority in East London are seeking a Head of Strategy and Programmes to join them on a contract basis, initially until September.
The Head of Strategy and Programmes will be an expert lead for a wide-ranging portfolio across Children and Young People’s Services, with a direct focus on complex programmes across Education and SEND.
Main duties of the role will include:
- Leading on designing services, developing new strategies and a passion for engaging with the community and evaluating services.
- Managing people, working collaboratively, motivating professionals, whilst maintaining a firm grip on key priorities and deliverables.
- Act as a delivery agent and will be expected to work within all layers of the Directorate.
- Lead a portfolio of programmes, projects and initiatives to transform and improve the operating model within the Children and Young People Directorate.
- Establish and lead a small team of specialist resources to lead the delivery of this work.
- Drive change throughout the Service, encompassing workforce development principles and integration strategy underpinned by regional and local policy.
- Ensure that the transformation and improvement agenda is delivered successfully using recognised and proportionate methodology, ensuring that there is consistency with the organisation.
- Support key projects from the Corporate Transformation Programme.
- Strategically support key inspections and oversee central co-ordination of the resulting action plans.
- Lead and support the production of savings initiatives, business cases, PIDs, bids, and equality assessments.
- Ensure that cost-avoidance savings are tracked and measured, with appropriate sign off.
Knowledge and skills required:
- Evidence of relevant continuous professional development such as APM, LEAN, Prince 2, MSP
- Degree educated or equivalent level experience.
- A clear understanding of the variety of services delivered to children and young people.
- Specialist knowledge and awareness of the variety of current issues and developments affecting children and young people.
- Specialist knowledge of programme and/project management methodology
- Theoretical knowledge and understanding of the technical, behavioural and contextual elements of major transformational and change management initiatives within large complex organisations.
- Demonstrable experience of successfully leading and implementing major change initiatives within the public or private sector
- Managing multiple projects and programmes simultaneously and successfully delivering to timescales
- Working in a political environment, including working with elected Members
**Job Type**: Temporary contract
**Salary**: £400.00 per day
