An exciting opportunity has arisen to work in the Council's Commercial Service as part of a multidisciplinary team leading on commercial policy and assurance that will shape the commercial activity of the Council. This post helps to ensure decisions made on commercial matters within the Council are made in a compliant way and that the Council is spending money in accordance with it's priorities for Cornwall.
The introduction of Procurement Reform and the new Procurement Bill will have wide ranging impacts on the way the Council procures goods and services and the strategy and policy we will need in place to ensure compliance and best practice across the organisation. This post also includes responsibility for some commercial governance and assurance processes with support from the Governance and Assurance Officer.
The successful applicant will have a good technical knowledge of current public sector procurement legislation and what best practice looks like in public sector commercial activity. They will be proactive and enthusiastic about working with commercial colleagues and commissioners from across the Council to ensure that commercial policy and assurance processes are embedded and adhered to.
The post holder will have excellent written and verbal communication skills and be experienced at communicating complex issues to a wide range of audiences. The post holder will be responsible for ensuring stakeholders understand the changes to the Council's procurement policy and how it will affect their role. Other existing areas of commercial policy will also need to continue to evolve in line with Council and national initiatives which will be an ongoing priority for this role.
Experience of governance processes e.g. the running of governance boards would also be beneficial but not essential as support can be provided.
Attention to detail and the ability to analyse complex and detailed legislation and guidance are key to ensuring Council policy moves with national legislation and that our commercial activity maximises the benefit for Cornwall and it's residents. The Council has already started to embed social value and responsible procurement into commercial activity and this will continue to evolve in line with Council strategy and national policy direction.
