The role supports the Delegated Commissioning Team which is responsible for the commissioning and contracting of primary care delegated functions, including General Practice Medical Services, Pharmacy, Ophthalmic, Dentistry and Specialised Commissioning, Primary Care Networks (PCN) and participate in projects across the Herefordshire and Worcestershire Integrated Care System.

The post holder has a pivotal role within the Delegated Commissioning Team and will be responsible for their own portfolio, in addition to supporting the Senior Team, to ensure the successful delivery of programmes.

The post holder will work as part of a Delegated Commissioning Team across Herefordshire and Worcestershire supporting the delivery of Delegated Commissioning functions and ensuring high quality contracting and data monitoring arrangements are in place.

Provide support for contract compliance and the management of nationally and locally agreed enhanced services/incentive schemes. The post includes working in liaison with NHS England to support operational functions as part of the ICBs fully delegated commissioning responsibilities for Primary Care.

Support improvement of quality in local Primary Care services and ensuring new and existing data quality systems are maintained. The post holder will ensure incorporation of new IT systems and premises development as part of enhancing quality.

The post holder will have discrete projects to manage as well as providing support to other commissioners and service development professionals, working on other projects and programmes of work being undertaken within the team.

The Herefordshire & Worcestershire ICB is responsible for planning and allocating resources to meet the four core purposes of the ICS namely: to improve outcomes in population health and healthcare; tackle inequalities in outcomes, experience, and access, enhance productivity and value for money and help the NHS support broader social and economic development. Within this context as the ICS develops as a statutory organisation, a significant challenge will be to determine how it effectively supports and enables place-based and local partnerships to take necessary action that will improve population health outcomes and reduce inequalities (i.e. unfair and avoidable differences in health across population, and between different groups in society).

Support the management of contract compliance for Primary Care providers across Herefordshire and Worcestershire to provide assurance that services are safe and are of high quality in line with best practice. This includes GMS, PMS, APMS, GDS, GOS and Pharmacy contracts.
- Monitor and support the management of the contract variation process, to include nationally and locally agreed enhanced services and local incentive schemes.
- Manage the administration of returns, FOIs, reports and information received to and from NHSE.
- Maintain and administer the primary care electronic filing system, risk register and databases.
- Arrange and contribute to clinical quality and contract visits across the ICB.
- Monitor key performance and quality indicators within Primary Care contracts.
- Support the Team in the processing of payments to providers such as translation services, d evelop specialist knowledge of the regulations relating to primary care contracts to support the ICBs’ contractual arrangements.
- Work collaboratively with other ICB teams including finance and information and share best practice and avoid duplication of work.
- To act as the first point of contact for all practices on contract and enhanced services queries.
- Contribute to delivery of the Herefordshire and Worcestershire Transformation agenda in supporting sustainability and quality of Primary Care.
