**Job description**:
- This role will lead the Europe, Middle East and Africa team (a team of 4, including this position) within the International Trade Team. Our team leads BEIS’ input into the Government’s high-priority international trade agenda, ensuring that the department’s interests are effectively represented in Free Trade Agreements (FTA) as well as advocating BEIS priorities beyond the FTA programme. International trade is of key interest to the department, which holds responsibility for a range of trade-related areas including, goods, services, labour rights and climate change. We regularly engage with ministers and senior officials in this high-profile and exciting policy area.**Person specification**:
Managing 1 Senior Executive Officer (SEO) and 1 Higher Executive Officer (HEO) directly, and countersigning 1 additional HEO, this role will lead and coordinate BEIS’ input into all Europe, Middle East and Africa FTAs and lead on key non-FTA regional issues. Within this portfolio there are currently three ongoing negotiations (Israel, Greenland, and the Gulf Cooperation Council), with at least one more set to begin in the near future (Switzerland).
Sitting at the heart of BEIS’ work on trade, this role will work with all BEIS teams that have an interest in the government’s trade agenda. Responsibilities will include:
- Developing a strategic approach to the diverse range of FTAs within the portfolio, including deciding which agreements and issues the department should prioritise with limited resource. Focusing the team’s efforts on areas where the greatest impact can be achieved.
- Engaging with colleagues across the department and other government departments, identifying priority issues for each FTA and supporting policy teams to develop negotiating positions. Reviewing these with a cross-cutting strategic lens to understand and recommend trade-offs between different BEIS negotiating positions.
- Representing these interests in discussions with the Department for International Trade (DIT), and ensuring they are captured within negotiations and reflected in pre-negotiations positions.
- Developing advice for the BEIS Secretary of State, Ministers, and Senior Officials, ensuring that they are engaged with emerging issues within the Government’s trade programme and able to make informed decisions when appropriate. Representing and defending these positions across Government.
This role offers a diverse mix of policy development and delivery and provides the opportunity for the right individual to demonstrate real impact in a complex, political and high-profile policy area. You will have access to extensive trade policy training opportunities, alongside broader domestic policy experience and training. Both ‘trade’ and ‘policy’ are Civil Service professions in their own right and this role will provide a motivated individual with the ability to develop their experience in both of these complex, challenging and interesting fields.
