The Head of Procurement at LHCPG is responsible for ensuring the efficient and compliant delivery of procurement activities by streamlining processes and fostering innovation. This role involves coordinating cross-functional teams to meet procurement deadlines, synchronising procurement programs with pre-tender and post-award activities, and collaborating with regional procurement managers to enhance LHC product development and delivery.

**What you will be doing**:
As the Head of Procurement, you will play a pivotal role in shaping and executing our procurement strategies. Your responsibilities will include:

- Provide expert advisory support on procurement regulations and reforms.
- Develop and maintain LHCPG's long-term procurement strategy.
- Ensure regulatory compliance and clear audit trails in procurement operations.
- Manage OJEU notices, data management, and certification checks.
- Lead end-to-end procurement activities, from business case development to mobilization.
- Coordinate procurement programs to meet deadlines and optimize resources.
- Ensure high-quality specifications and documentation meet regulatory standards.
- Lead supplier assessment and due diligence processes.
- Manage external procurement platforms and third-party relationships.
- Support RBUs, develop training materials, and liaise with stakeholders.
- Stay updated on regulatory changes and implement improvements.
- Recruit, train, and manage procurement personnel.
- Standardize processes while accommodating regional priorities.
- Represent LHCPG at procurement workshops and events.

**What you need**:
To excel in this role, you'll need:

- Proven track record as a Procurement Professional in delivering complex construction and building maintenance programs within the public sector.
- Detailed knowledge of contractual frameworks, legislative requirements, and statutory obligations related to property, construction, and procurement.
- Experience working on a diverse range of projects using both traditional and modern procurement methods.
- Proficiency in developing multi-user, multi-supplier frameworks, demonstrating practical knowledge of procurement systems.
- Familiarity with implementing dynamic purchasing systems is desirable.
- Previous experience in developing and presenting strategic business cases and plans to key stakeholders.
- Deep understanding of client, supplier, and market needs, with a focus on delivering results in dynamic team environments.
- MCIPS or FCIPS qualification is essential, with a degree-level education being desirable.
- Highly disciplined and process-driven, able to work effectively under tight deadlines, with excellent communication, presentation, and interpersonal skills.
