**Senior Procurement Advisor**
National Highways delivers a multi-billion-pound operations and investment programme that includes some of the largest and/or most complex procurements in the UK.
As the Senior Procurement Adviser, you will be responsible for professional procurement support and advice on all procurement activities, supporting senior members of the team and developing your own skills and capabilities. You will be responsible for defined aspects of the procurement, working independently or leading a team in ensuring that procurement processes, workflow and delivery meets targets and quality standards, procurement documentation properly captures organisational requirements, and that opportunities for improving performance are identified and actioned.

**What you’ll be leading on**
- Supporting the production of the procurement strategy for projects, developing effective supply solutions and market plans to both meet organisational need and enable projects and programmes to maintain a consistent market-facing approach
- Implementation of the approved strategy, assisting with overall management, directly leading work programmes (for example, the production of tender documentation) and managing relationships within national highways, external stakeholders and suppliers accordingly to drive an efficient procurement process that effectively manages risk and secures value for money
- Supporting governance processes, demonstrating compliance with the procurement strategy and prevailing legislation, policy, guidance, etc. to protect National Highways and demonstrate effective management of public funds
- Facilitate tender evaluation processes, ensuring that consensus is reached on evaluation outcomes and supporting the production of tender evaluation reports
- Support the award of contracts and management of contract variations on behalf of National Highways
- Support the management of contract disputes as they might arise
- Leading engagement and communication with defined stakeholders, building relationships to support overall delivery and acting as the eyes and ears of the business and identifying/reporting potential issues and/or opportunities for continual improvement
- Keep abreast of changes in legislation, industry best practice and market conditions, using this knowledge to identify and take forward and deliver innovation and best practice in areas of responsibility through identifying options and opportunities to drive more effective and/or efficient outcomes
**To be successful**
- Business Knowledge and Experience
- Good understanding of the procurement lifecycle and the legislation, policy, guidance and governance controlling the procurement environment
- Demonstrable experience in leading or supporting the management of procurement processes, including the production of tender documentation, tender evaluation and/or supporting governance
- Experience and knowledge of procurement and best practice to support strategic sourcing and supply chain strategies
- Professional Requirements
- Working towards CIPS qualifications or equivalent
