Spencer Clarke Group are working alongside a local authority based in Enfield to appoint a talented Senior Development Manager on a permanent basis.

As a Senior Development Manager, you work as part of the council’s Meridian Water team to develop and deliver specific high profile regeneration projects across the borough including the development and implementation of major physical, social and environmentalprojects including development of the brief and scope, budget management and viability assessment. To lead development of major regeneration projects in the Meridian Water priority area that will support delivery of the Council’s objectives to deliver over10,000 new homes and over 6,000 jobs. Specifically, responsible for project managing delivery of large-scale mixed-use development sites, including scheme development and procurement of delivery partners. To build and develop key strategic partnerships ata senior level, including but not limited to Government departments, GLA and developers to maximise and secure sustainable delivery

**About the role:
- **Lead scheme development** of key sites, to include procurement of professional and technical services and resources, to develop options for delivery, viability test those options and recommend a route
- **Deliver project and performance management activities,**including project initiation documents, project plans, business case and options appraisals, risk management and budget planning.Produce reports in accordance with corporate performancemanagement requirements
- **Lead tendering and negotiation processes**to appoint delivery partner(s) which deliver best value to the Council and secures outcomes in line with corporate objectives for the scheme
- **Provide high level support for strategic negotiation processes** with key landowner and developer interests, in order to achieve comprehensive scheme delivery in line with corporate objectives whilst minimising risk to the Council and delivering a commercially viable outcome
- **Develop stakeholder relationships**including Government departments, GLA and other strategic partners to maximise opportunities for investment and partnership working
- **Monitor and control budget expenditure** relating to scheme development and delivery, in line with corporate financial regulations
- **Undertake promotional activities** to raise the profile of project delivery in Meridian Water at a local, regional and national level
- **Work in collaboration with members, officers, stakeholders and potential partners/developers to ensure compliance with council policy**, vision and values in achieving development objectives
- **Carry out all accountabilities and any other duties in compliance** with the Council’s Policies and Procedures

**About you:
- 5-8 years in Real Estate and Housing Development (experience of mixed use development preferred)
- Knowledge of current housing, affordable housing, and commercial real estate market
- Strong commercial acumen
- Experience negotiating development contracts with strong commercial outcomes
- Ability to conduct/mange viability assessments
- Experience managing and operating financial models
- Understanding of best sustainable building practice and MMC
- Managing and evaluating master plans for highest and best commercial and social value
- Grant procurement and management
- Strategic programme development
- Support multi-year budgeting and strategic planning
- Contract and consultancy management
- Ability to work in a team and positively lead a range of various workstreams at once
- Self-starter
- Excellent writing and communication skills
- Organised
- Skilled at internal team management of junior employees, supporting their growth

**What’s on offer:

- Monday to Friday (36 hours per week)
- £48.801 to £62,421 per annum
