**Location**:Wythall (Birmingham), Telford or Edinburgh
Our client, a large financial services organisation, are looking for an experienced PMO Manager with a strong and demonstrable background in leading PMO Teams at portfolio or programme level.
You will be a dynamic and confident PMO leader with the ability to effectively communicate, influence and negotiate with stakeholders up to senior leadership and drive the necessary controls and governance to ensure delivery is achieved to quality, cost,and time targets.
As the PMO Manager you will work closely with the Delivery Lead and be the primary contact for the delivery teams and will therefore need to lead from the front with the ability to identify need for change and appropriately respond, ensuring PMO is set-upfor success. There will be a significant focus in providing positive assurance that all delivery controls and governance is in place and effectively measured and managed in line with Phoenix Change Management Framework Standards.
The role will also comprise of managing PMO Analysts, providing guidance and leadership on a day-to-day basis and managing performance and development, recognising the competencies needed on the programme / portfolio and sourcing or developing those competenciesin a timely manner to support the demands of delivery needs.
In addition, the PMO Manager will be a key member of the PMO management team, striving for a best-in-class service with the ability to identify and drive opportunities for improvement on processes, procedures and standards required to operate a robust, costeffective governance and control framework across Phoenix.
**Key Responsibilities**
- Work closely alongside the Delivery Lead as their 'right hand person' to ensure the necessary controls and governance are being effectively measured and managed, ensuring the necessary resources and priorities are agreed and appropriately challenged wherenecessary.
- Facilitate and support planning activities, including development of robust project plans, identification of key milestones, dependencies, critical path, risks and assumptions, ensuring planning standards are followed.
- Effective forward planning of own (and teams activities where appropriate) to support delivery, creating visibility of a clear plan, identifying risks and issues for mitigation and re-prioritisation of work with agreement and negotiation with key stakeholders.
- Proactive development and/or co-ordination of key management information packs and reports on an on-going basis to support the monthly governance cycle. Ensuring the information is appropriately pitched for the audience.
- Active identification, monitoring and progressing of project / programme / hub / portfolio risks, ensuring the Change Management Framework Standards are adopted for their effective management, as well as challenging accuracy and completeness. Identifyingappropriate risks for escalation.
- Operate an effective issue management process ensuring issues are identified, recorded in a timely manner with owners and resolution actions in place for and monitored until close out. Identifying appropriate issues for escalation.
- Proactive management of project / programme / hub / portfolio costs, through accurate forecasting (where applicable) and review of monthly spend, including payment of invoices (where relevant). Challenging stakeholders as required and working closely withFinance Teams to manage risks and offsets effectively.
- Driving continuous improvement across the portfolio of change.
- Managing support resource demand across a sub-portfolio of projects to offer value to the portfolio through defining efficient project support levels within a cost pressured environment.
- Line manage PMO Analysts, demonstrating leadership behaviours, providing day to day support (as required), regular one to ones, setting annual objectives, evaluating performance on an on-going basis with appropriate feedback, agreeing and supporting completionof robust development plans and training.
**What We're Looking For**
- 3+ years of PMO Management experience or suitable qualification such as P30 practitioner or a Project Management qualification e.g., APM, PMI
