**An exciting opportunity for an experienced Framework Bid Lead to join our team in Head Office Pre Contract team responsible for major framework work winning. The role is** **responsible and accountable for effectively managing multiple pre Construction portfolios and contributing to the delivery of our business goals through the development, agreement and ownership of pre-contract activities designed to optimise work winning opportunities across the region.**

AmcoGiffen’s project and framework portfolio typically consists of Infrastructure and Capital Delivery projects, Asset Maintenance frameworks, maintenance and renewals of transport and railway infrastructure including but not limited to; bridge re-construction/replacement, upgrades and refurbishments, station work (platforms etc.), access for all schemes, structures including overbridges and under bridges, tunnels and footbridges.

**The Role**

As Framework Bid Lead, you will report to the Pre-Contract Director and play a key role in the national work winning activities for major frameworks and project bids, supporting the delivery of our growth objectives through the development, agreement and ownership of bid activities designed to optimise work winning opportunities.

You be responsible and accountable for effectively managing multiple Pre-Construction portfolios, contributing towards and leading bid management activities. You will play a fundamental role in supporting and implementing business strategy within the Pre-Construction team.

Key responsibilities within the role of Framework Bid Lead will include but not be limited to:

- Work closely with the Pre-Contract Director/ Work winning Director / Regional MD to ensure the bid opportunities are produced to the highest standard and on-time.

**Commercial/Quality**
- Management of Client’s Expression of Interest/inquiry questionnaires/prequalification and tender documentation in conjunction with the relevant functions within the business
- Work closely with the other functions in the business to develop and implement winning strategies from early in the tender process (Pre-ITT)
- Attend prequalification and bid/tender meetings as required to align the bid to the clients’ objectives and themes.
- Confirm and manage Tender/PQQ Deliverables with the bid team (Commercial, Quality)
- Work with joint venture and supply chain partners to develop winning submissions (As required)
- Ensure compliance in accordance with business policies and associated procedures.
- Ensure TQ’s and Tender addendum information issued by Clients is reviewed and dealt with in the submission.
- Lead tender launch, interim / progress and settlement meetings.
- Briefing Senior Leadership Team weekly on bid progress
- Manage client Post Tender question responses in a timely manner.
- Manage post tender analysis process.

**Quality submission**
- Coordinate submissions and proposals input from supporting authors and bid teams.
- Develop and produce answer plans for major bids to ensure response requirements and client objectives are fully captured, identified and communicated, and that a proposals strategy has been developed to address these requirements and objectives.
- Carry out answer planning and writing support with nominated technical authors.
- Align bid to clients’ tender documentation ensuring bid team include in relevant parts of the bid
- Be proactively involved in the review and editing processes for quality submissions.

**Continuous improvement**
- Monitor tender feedback from the client ensuring that opportunities to improve the company’s success are acted upon.
- Work closely with the Pre-Contract Director/Work winning Director to develop processes and help to implement any business improvement initiatives
- Provide training and guidance for those who require an understanding of the bid process.

**Requirements**:
This is an ideal opportunity for an Established pre-contract/bid professional with a background in Engineering /Project Management in a civil engineering/rail project environment. Skills and experience required:

- Demonstrable experience in a similar pre-contract/bid role
- Experience working in a rail and civil engineering contractor organisation
- Ability to build personal and team relationships
- Experience across a broad spectrum of rail/civil engineering infrastructure projects
- Demonstrate a knowledge of the civil engineering industry and possess an appropriate qualification in civil engineering (HNC/HND/Degree)
- Demonstrate commercial acumen
- Good all round communication and presentation skills
