**Background to Service**:
Cardiff and Vale Drug and Alcohol Service (CAVDAS) is an Alliance of Barod, Recovery Cymru and Kaleidoscope Project with strategic partners G4S and Pobl. CAVDAS Alliance has been commissioned by the Cardiff and Vale Substance Misuse Area Planning board. CAVDAS services will deliver specialist support and interventions across Youth Justice Services, Multi-Disciplinary Team (MDT) Cardiff Council Housing Services, Counselling, Recovery and Aftercare, Volunteering and Service User Involvement, Rapid Access Prescribing (RAPS), structured interventions, peer support and mutual aid, Harm Reduction and Work Force Development. CAVDAS will deliver an integrated young person’s, adults and family and carer information, advice, interventions, and support service. CAVDAS will work across Cardiff and Vale Health and Social Care partners, and forums to co-produce services delivering outcomes in the way that people want. We are looking to build a new culture providing one system for Cardiff and Vale and a unified, innovative, and flexible delivery model.

**Purpose of the role**:
Team leaders will provide a management function within CAVDAS Adult delivery teams across Cardiff and the Vale of Glamorgan, to ensure effective service delivery, and will assist the service manager in the on-going development and promotion of the service. This will involve establishing and nurturing good relationships with a variety of stake holders and partners across health and social care system.

They will be responsible for supporting and line managing a multi-disciplinary team, planning, and allocating work and organising rotas. As the area service lead, they will be responsible for implementing and ensuring adherence to CAVDAS policies, procedures, and protocols within their delivery focus.

The team leader may be required to oversee and ensure appropriate risk assessment, risk management and mitigation to clients with unmet needs and complex care pathways.

The team leader will assist and support the co-production of service delivery model encouraging community engagement, student placements volunteering and Peer2Peer delivery across Cardiff and the Vale.

The post holder should be committed to evidence-based practice, sound clinical governance and continual improvement, and have a desire to firmly embed these principles within the team.

They will have excellent communication skills, be able to work as part of a multidisciplinary team, across agency cultures including those within statutory, private and voluntary sector partnerships. The post holder must be flexible and efficient, to ensure services are delivered equitably and with the service user at the heart of delivery.

They will have a non-judgmental approach to people who have recognised that their use has become problematic and be able to provide a welcoming and accessible service to existing and potential service users.

Individual supervision will be provided in line with Alliance partner organisational policy. Additional clinical support will be provided via peer supervision and review groups. Specific training will be available for the development of service provision in line with Continued Professional Development.

**Key Duties and Responsibilities**
- Enter data onto the case management system PARIS and other associated monitoring tools.
- Carry out governance audits and contribute to the review and development of service provider.
- To adhere to health and safety, vetting, and security procedures/polices as directed by the partnership and commissioning bodies.
- Compile reports on attendance, engagement, and recovery from substance use, and submit accurate and reflective assessments for safeguarding and unmet needs care planning.
- Manage, motivate and lead CAVDAS service delivery teams/
- Provide operational leadership into high quality service delivery for service users to meet the Cardiff and Vale substance misuse outcome framework.
- Implement robust systems for reporting any untoward incidents, complaints, and safeguarding concerns.
- Collaboratively develop and implement effective and flexible systems and structures.
- Adhere to robust working agreements and care pathways to support service users transitioning between CAVDAS delivery teams and throughout the wider health and social care system.
- Continue to deploy performance management at an operational level, ensuring that services collect, collate, and report the required information and data; identify areas of under-performance and planning and implementing actions to improve performance.
- Contribute to staff recruitment and human resources within the service.
- Implement and demonstrate CAVDAS policies, procedures, and protocols across the service, to ensure that safety and good practice are maintained for staff, other agencies and service users.
