**Purpose of the Job**

The Technology Team develops, manages, and supports several major projects designed to deliver IT improvements and efficiency savings for Hertfordshire County Council and its partners. The prime function of the Technology team is, working alongside the clientor business, to deliver a robust, secure and fit for purpose IT Solutions.

The purpose of this job will be to provide Project Management Office support and help to deliver high level network/IT projects by working with/for

- The Network Operations Analyst/Project Lead 50% of the time.
- The ICT Project Officer for Client Services 50% of the time.
This post also encompasses, business-as-usual activities including administration work regarding network changes and network incident management, client services admin, data analytics and some finance tasks working for both departments above.

**Technical Knowledge**
- Skills and Abilities and Knowledge_
- Good working knowledge of Office Microsoft 365.
- Good admin, numeracy, and literacy skills.
- Good organisation skills.
- A high degree of computer competency.
- SharePoint skills (at user level).
- Able to use of the Internet in a functional manner to support their job.
- Good understanding of agile and waterfall (Prince2) project management processes useful.
- Experience working with a project management system such as Microsoft Project Online.
- Experience working in a small team and therefore taking on full responsibility for tasks.

**Person Specification**
- Ability to create, maintain, monitor project management tools and techniques, such as Microsoft Project Online to track progress and finances/budgets
- Ability to confidently negotiate with and challenge third parties in a robust manner regarding both project work and billing/finance issues and problems.
- Ability to analyse data and present findings in clear and concise reporting suite.
- Ability to work collaboratively with services to achieve desired outcomes, whilst ensuring a customer/user centred approach.
- Demonstrate personal and professional resilience when dealing with challenging and sensitive situations dealing robustly with issues.
- Ability to develop and maintain excellent working relationships with the Technology Team, third party service providers/contractors and HCC front line business contacts.
- Act as a point of contact with the wider HCC service groups and utilise Service Now as a tool to manage network requests.
