**Job summary**:
Defence infrastructure is a critical enabler of Defence Capability and outputs. With approximately 1.8% of the UK landmass managed or used by MOD, managing an Infrastructure Enterprise comprising airfields, barracks, naval bases, nuclear facilities, training areas, test ranges and housing is a complex business which accounts for approximately 10% of the Defence budget. As a public asset, our infrastructure must also deliver wider Governmental objectives, including supporting economic growth, providing environmental stewardship of internationally significant landscapes, and allowing appropriate public use and enjoyment of the estate. And yet 48% of the infrastructure is over 50 years old, which impacts upon Defence outputs, capabilities and our ability to train our people to deliver readiness, as well as affecting recruitment and retention. Consequently, infrastructure is a high-profile area that is often in the news and attracts significant ministerial interest.
Finance and Military Capability (FMC) sits at the heart of all the MOD’s major capability and financial decisions. FMC is jointly headed by the Deputy Chief of Defence Staff (Military Capability) and the Director General Finance and is responsible for taking a pan-Departmental view of MOD’s strategic balance of investment decisions. The FMC Infrastructure team provides MOD’s strategic planning and policy function for the Defence Estate, ensuring infrastructure requirements support a coherent, balanced and affordable Defence Plan in accordance with strategic direction and that the Infrastructure Function operates coherently across Defence. This position is advertised at 37 hours per week.
**Job description**:
Having just published our new strategy for the Defence Estate there is much work to do in planning how we implement this strategy, and in developing our supporting policy and standards. This post is a key role within the team delivering Defence infrastructure policy and standards that are fit for the future challenges facing the MOD estate.
**The key responsibilities of the post include**:
- Supporting the implementation of Defence priorities into policy and standards.
- Support policy coherence by proactively engaging across Defence to monitor projects and programmes which may impact policy and standards.
- Help to develop and manage the stakeholder community across Defence and within other government departments.
- Horizon scanning and keeping track of emerging government policy and legislation which may impact the Defence Estate.
- Contribute to ministerial and senior office briefings and cross-government correspondence. Conducting research to gather the evidence that will support the development of specific policies.
- Develop policy and standards assurance mechanisms.
**Person specification**:
We are looking for an insightful, pro-active, enthusiastic and self-motivated individual who is keen to learn and develop. Ideally you will have some experience of Defence, Infrastructure, and policy, but this is not essential. It is more important that you can demonstrate and have an interest in our work and a desire to learn.
You will be proactive in spotting emerging issues and keen to take tasks on. This can be a fast paced and complex environment to work in, so you will need an agile mind, able to assess and link disparate information on diverse and complex issues, figuring out the best course of action, developing plans and securing consensus. You will be an excellent communicator and confident in building stakeholder relationships and making the initial contact.
This post would suit someone who is looking to develop themselves in the policy and/or property sector. The scope to gain valuable experience working within MOD Head Office and build transferable skills is significant.
