Gloucestershire Managed Services (GMS) provides a comprehensive range of Portering, Transport, Postal, Security, Waste, Switchboard and Administration Services to its primary customer at GHFT. As a senior leader withing GMS; the post holder will be responsible for the strategic development and operational management of the aforementioned services throughout Gloucestershire Hospitals NHS Foundation Trust premises. The postholder will assure the delivery of efficient and effective service provisions across the Hospitals and maintain the high profile of our services.

With an established background in facilities management; the Postholder will assure the delivery of the Portering, Transport, Postal, Security, Waste, Switchboard and Administration services within the annual budget and ensure satisfaction of key performance indicators. Whilst maintaining high quality and value for money provision of services and driving continual service improvement, you will advise the Associate Director of Facilities on opportunities to optimise efficiency and cost effectiveness, implement service development and develop improvement plans. You will balance leadership of the service workforce whilst maintaining positive and constructive relationships with the GMS customer base and you will lead in highly complex negotiations of sub-contracted services to ensure delivery and business continuity.

Gloucestershire Managed Services (GMS) is a wholly owned subsidiary company of Gloucestershire Hospitals NHS Foundation Trust. Established in April 2018, we remain an integral part of the Trust, providing and managing all of the buildings, assets and facilities, contributing to the overall success of the Trust. We also work with local NHS partners, to provide crucial non-clinical services for their business.

1. Be accountable for the provision of respectful, open and assertive leadership of the above services Managers and workforce, in alignment with relevant GMS policies and procedures including appraisals, absence and performance, and thereby ensuring staff health and wellbeing.

2. Be accountable for managing services in line with the Service level agreements, ensuring monthly reviews are carried out to monitor performance and strategy.

3. Assure the delivery of efficient and effective service provision across the Hospitals and maintaining the high profile of services

4. Assure the delivery of the services within the annual budget and ensuring satisfaction of key performance indicators as are the contractual responsibility of GMS;
5. Maintain high quality and value for money provision of services and driving continual service improvement; advising the Associate Director of Facilities on opportunities to optimise efficiency and cost effectiveness, and implementing service development and improvement plans.

6. Accountable to the Associate Director of Facilities, balancing leadership of the service workforce, maintaining positive and constructive relationships with the GMS customer base, and assuring service delivery.

7. Deputise for the Associate Director of Facilities from time to time.

8. Develop and continuously review policies and procedures for portering, transport, post and waste services and ensure compliance and implementation through performance management

9. Develop relationships with key operational management colleagues to ensure a safe environment for our service users.

10. Manage complaints, issues and problems raised on a day-to-day basis.

11. Responsible for communicating any high level, complex and sensitive information to all external and internal stake holders. Establish and maintain good working relationships with both internal and external organisations. To sensitively lead on consultation with staff to ensure their view is incorporated into operational processes. To present complex information to SMT and other staff groups as necessary to support service development and review. Required to participate in highly complex negotiations with large contractors.

12. Lead in highly complex negotiations of sub-contracted services to ensure delivery and continuity of specified requirements.

13. Track and monitor in-house revenue and contract budget expenditures.

14. Co-ordinate project planning with the client and sub-contractors and to establish and maintain communication programmes regarding all projects works with the departments, management and operatives.

15. Actively demonstrate the agreed behaviors and values of the organisation and the team.

16. To work closely with patients and the general public to develop efficient and effective services.

17. To participate in audit and benchmarking as required.

**18. Possess an in-depth working knowledge relating to**:

- BOC and legislation to ensure safe practices.
- Security legislation produced by the Security Industry Association and the Counter-Fraud Security Management Service
- Air ambulance helipads to ensure safe practices.
- Fleet Transport Management
