Head of Primary Care

Provide strategic and operational leadership for all aspects of primary care projects including interpretation of National guidance, innovations and policies associated with any future changes and new models of Primary Care
- Co-ordinate aspects of delegated commissioning of general medical services and ensures delivery of high quality care, the intended service improvements and outcomes
- To develop and oversee the delivery of the programmes that form part of the Primary Care Strategy and fulfil delegated responsibilities
- To ensure timely and appropriate action is taken in relation to issues affecting the quality or safety of primary care services
- Responsible for ensuring expenditure remains within budget and that appropriate actions are taken to monitor and ensure compliance. Identify and report costs pressures
- To lead commissioning and contracting processes and act as a lead policy advisor.
- To support to the Locality Director, Primary Care and teams, taking responsibility for the programmes that support the contracting and transformation of primary car
- Oversee some primary care commissioning function
- Support the development and awareness of the primary care infrastructure requirements such as workforce, digital and estate
- Support the development of Primary Care Networks to deliver services aligned to the needs of their population for particular project
- Working closely with colleagues in primary care and other directorates/organisations the post holder is responsible for: - Working closely with clinical service redesign leaders, quality leads and the local health economy to ensure that intelligence on quality of services is used to drive quality improvement through robust contract management.
- Maintain and develop specialist knowledge of the current and emerging contract vehicles and will act as a point of contact ‘expert’ for providers and colleagues.
- Support patient engagement and experience, addressing queries, concerns and complaints regarding primary medical services.
- Work with colleagues to ensure robust governance processes are embedded within the contracting and commissioning function to manage conflicts of interest in relation to Primary Care Contracting and Commissioning decisions and activities.

Knowledge, analysis and judgement
- Expert and specialist knowledge is required in primary care, acquired and developed over several years.
- Provide strategic analysis of complex issues in primary care and advise on implementation.
- Undertake and facilitate reviews of services ensuring analysis of financial, activity, service information and professional and public opinions are taken into consideration. Use knowledge, skill and judgement to develop business cases, including option appraisal and make recommendations to decision making authorities.
- Analyse complex data interpreting the overall implications, comparing options and presenting data to make informed decisions.
