Property Procurement Specialist

Are you experienced in Property procurement? My client is seeking a Private Sector Procurement Specialist to join their Homeless Team.
My Client seen a rise in homelessness over recent years which has led to increased temporary accommodation costs.
This temporary position has been created in order to explore the councils procurement routes in relation to the supply of accommodation for homeless households. This includes both permanent and temporary accommodation in the private sector.
The Property Procurement Specialist will be responsible for setting out the key strategic procurement routes for the council to enable costs to be contained within budget and reduce households living in temporary accommodation
Strong negotiation skills required to liaise with landlords and other leaseholders in the procurement of properties. The client understands the pressures of the position and is keen to support all team members in a comfortable working condition.
**Duties Includes**:
- Review current procurement routes for securing supply to meeting statutory duties to provide emergency and interim accommodation and accommodation in discharge of the homeless duty and provide feedback and recommendations
- Provide a report to the senior team on the available options to increase supply to meet demand affordably for the future that evaluates all of the core routes including
- Capital Letters membership
- Leasing options - short and longer term proposals
- Capital purchase of provision
- Models for bulk provision coming forward from the market
- Other options such as modular
- Ensure options are fully costed and risk assessed
- Refresh the annual TA Policy as a result of the review in respect of the allocation and acquisition of accommodation and prepare reports to seek approval through the governance process, culminating in a Cabinet decision
- Evaluate current leasing contractual arrangements and develop robust options for the future scheme
Consider risks in current procurement arrangements and make recommendations for improved governance and compliance with procurement rules in high value areas - for example through DPS.
**What we are looking for?**:
- Evidence of knowledge and expertise of the housing procurement process, specifically the private rented housing market.
- Knowledge of contract management and contract procurement.
- Knowledge of housing finance and budget control.
- Substantial experience in a large complex organisation with a strong customer focuses and with interaction with other professionals.
- Experience of securing accommoodation on a bulk basis and including intrepreting contracts and legal documentation.
- Good ICT skills in word processing, use of spreadsheets and presentation.
- Able to present material in a variety of media to wide range of audiences.
- Good communication skills in writing and orally.
- ffective time management skills, able to work under pressure, assess priorities and deliver to deadlines.
- Potentially the requirement for occassional weekend and evening work delivering briefing session(s)
