Seven Resourcing are looking for a temporary Contracts Manager to work with the Housing Operations Service in Southampton. This position is initially for a period of 3-4 months and is paying £26.13 - £28.74 per hour (paid to you via an umbrella company).The hours are Monday to Thursday 7.30am - 4.15pm and 7.30am - 3.15pm on a Friday.

**The role**:
Through the Contracts and Commercial Services Manager, support in the development and delivery of a high quality Contract and Commercial planned maintenance service strategy that enable Southampton City Council to meet its business objectives and meet theneeds of all internal users and other stakeholders ensuring that all City Council policies, standards, Service Level Agreements (SLAs) and statutory requirements are met.

To manage the work of the Contracts team operations including staff, contractors, suppliers, within council policies and procedures, to meet the aims and objectives of the business / service. This includes working closely with the Housing Investment Team,Housing Management Team and Tenant Representatives to identify and deliver cost effective solutions to maximise available resources in improving the condition of the Council's housing stock. To promote and enable new areas of business and maintain qualitativestandards within commercial work areas.

**Key Responsibilities**:
Enhance the Council's reputation by promoting a positive image of the organisation to customers, staff, Members, partners and the public and assist senior managers to develop and access markets to increase profitability and quality.

In collaboration with IT Services, identify, develop, suggest enhancements and implement effective performance and business planning information and controls for contracts and commercial services from customers requesting work to satisfactory completionof work whilst ensuring adherence to set procedures, policies, health and safety requirements, business plans, SLAs and budgets.

To work with the Contracts and Commercial Services Manager and the finance team in setting, preparing and monitoring relevant budgets and providing regular (monthly) reports on variance to budgets and profit forecasts with recommendations for improvementwhere appropriate. This will include reconciling job costing information and invoicing / recharges to customers.

Responsible for the control of expenditure to a substantial budget and ensuring that allocated resources are deployed effectively and in line with Council regulations, rules, standards and approved budgets.

Deliver the deployment of resources to planned / programmed works projects from inception to completion ensuring that all schemes are completed on time and to budget in conjunction with any procurement strategy that the Council has in place.

To take responsibility for large scale repairs and redecoration to void / fire damaged properties where work has deemed to be treated as a project, providing value for money remedial works and minimising vacant period / rent loss.

To develop and manage specific planned / programmed works projects from inception to completion including identification, surveying, measurement, procurement, management and payment ensuring that all schemes are completed on time and to budget in conjunctionwith any procurement strategy that the Council has in place.

**Applicant Requirements**:

- **Qualifications**:HNC / HND or equivalent education or significant experience, knowledge and experience of compliance with CDM Regulations with (or working towards) IOSH level 3. A relevant professional qualification e.g. CIOH, RICS, CIOBetc. is desirable with evidence of continually developing professional knowledge.
- **Experience**:A good commercial/entrepreneurial experience of providing a customer based service with excellent knowledge of social housing, an understanding of public sector issues/sensitivities and a highly developed understanding of thedynamics of commercial business and financial management within a complex organisation.
- **Compliance**:Proof of right to work in the UK and 2 written references.
- **Travel**:Clean UK driving license with the ability to commute to and from work independently.
- **Hours**:37 hours p/w.
