**Finance Manager (Part-Time, Permanent - Hybrid)**
We are currently working with a Property Company that is wholly owned by the local Council which has an exciting opportunity for a Finance Manager to join their highly successful team.
Reporting to the Managing Director, the new Finance Manager will work 24 hours per week over 3 days. The position offers complete flexibility, mostly working remotely with the expectation to go into the office once or twice quarterly (although initial trainingis required in the office).
The company has two main functions from which it derives its income:
- Act as a property consultancy company, for and on behalf of its shareholder for all matters associated with the regeneration of the borough.
- Manage and develop a small property portfolio with a positive income stream focusing on affordable housing for key workers.
**Your Role**
You will ensure that the day-to-day finances of the company are kept in good order and in line with accounting and legal rules and practices.
You will provide financial information in a timely and effective way, to aid and monitor monthly and quarterly financial reporting to the Directors and other Managers.
**Your Responsibilities**
- You will maintain day-to-day financial accounting for the company. This includes the general ledger as well as accounts payables, accounts receivables and bank reconciliation.
- You will prepare monthly quarterly management accounts and related analyses following reporting deadlines, monitor income and expenditure against budget, and analyse any variances.
- You will be responsible for VAT returns and filings as required accurately and submitting relevant payments before the deadline.
- Accounts payables, fully responsible for supplier invoices, including accurate and timely AP posting, reconciliation of supplier statements, obtaining authorisation for payments, processing payment runs and ad hoc payments.
- Accounts receivables, responsible for invoicing, maintaining accurate records for all income and payment of sales invoices, monitoring debtor’s accounts and chasing for payment.
- Bookkeeping to trial balance stage.
- You will monitor the cash flow of the company.
- You will process employee expense claims.
- You will prepare and review accruals, prepayments and other regular balance sheet journals and transactions to ensure the accuracy of financial information.
- You will prepare and maintain balance sheet account reconciliations. (i.e. Bank, inter-company).
- You must liaise with multiple stakeholders (e.g. staff, business partners, suppliers, landlords, local council, utility companies, customers, banks, etc.) ensuring timely deliverables and resolving issues.
- You will assist the external accountants with year-end statutory accounts, the preparation of Corporation Tax returns and supporting computations.
- You will assist with local compliance for tax as required by an external accountant, and company directors (i.e. Corporation Tax)
- You will assist with annual audits.
- You will assist the executive team with the preparation of annual budgets, and annual reports.
- You must maintain the fixed asset register for the company, record the monthly depreciation, and produce the NBV for each asset as required.
- You will assist heads of service and project managers with the monitoring of large capital budgets for council-owned projects, to ensure accurate and timely reporting to aid good treasury management for our shareholders.
- You will provide financial advice and support for major projects and contracts. Responsible for ensuring accurate development forecasts including assessing hurdle rates such as ROCE and IRRs, producing KPIs identifying key risks and making sure that appropriatemeasures are put in place to manage these risks.
- No job description can cover every issue which may arise within the post at various times, and you will be expected to carry out other duties from time to time.
**Your Skills**
- You have a minimum of 5 GSCEs at grade C or above (or equivalent qualification) including Maths and English.
- You have a full accountancy qualification (ACA, CA, ACCA, IPFA, CIMA)
- You have significant post qualification experience, ideally with some in Business Partnering.
- You have significant relevant experience in an operations/office/practice management or similar role.
- You have demonstrable experience in implementing, developing, and improving administrative processes.
- You have experience in working within legislative frameworks, with responsibility for monitoring and ensuring compliance.
- You have experience in developing, monitoring, and reporting performance indicators and measures.
- You have experience in collecting and analysing data.
- You have experience working with external/internal contacts and agencies.
- You have a proven track record of managing budgets.
**Remuneration and Reward**
- Salary: Up to £45,000 FTE (depending on experience).
- Location: Flexible agile working arrangements in place.
- Contract: Permanent.
