The NHSBSA is an Arm’s Length Body of the DHSC providing a complex > range of central services to the NHS, patients, and the public. We handle over £35bn and influence the NHS handling of over £87bn tax-payers funds. The Head of Financial Transformation will deliver all financial transformation programmes in the NHSBSA. **Responsibilities include**: - Ensure robust monitoring procedures in place for measuring performance against plans. - Enable budget holders and the Accounting Officer make informed decisions whilst operating within available public funds. - On-going development of service controls, systems, process, and analysis through a programme that prevents loss in the health system. - Close partnership working with NHSBSA Directors and Heads of Service, key customers and suppliers. - Lead a team to ensure long term implementation of each programme, ensuring this is appropriately resourced and works collaboratively with all other directorates at the NHSBSA. - Ensure business continuity plans are in plan within the team. - Act as deputy to the EDoF regarding financial transformation projects. Accountable to NHSBSA Leadership Team, NHSBSA Board and external stakeholders for delivery of programmes and management of risk to drive sustainability of the organisation. Proposing a sustainable and successful Financial Strategy to successfully implement and integrate the programmes mentioned below. - Arm’s Length Body (ALB) Reviews, Spending Reviews and other Government-led reviews - Financial Performance - Organisational development to support financial sustainability to achieve necessary efficiencies - Taxpayer Value Programme/ HM Treasury Public Value Framework Self-Assessment and improvement planning - Benchmarking aligned to our Taxpayer Value Programme, ensuring best practice is adopted across the organisation - Cost-to-serve (“unit costing”) - coordinating the production of unit costing documentation for ALB review and long-term implementation across the NHSBSA aligned to our Taxpayer Value programme - Multi-year financial strategy, planning/forecasting - Benefits Realisation Management in collaboration with Project Management Office and Benefits team, monitoring and reporting performance against agreed financial plans in operations, corporate, capital and major change projects At the NHS Business Services Authority (NHSBSA) we deliver a range of essential national services to NHS organisations and contractors, patients and the public. Proposing a sustainable and successful Financial Strategy function (this should be done at the start of the role) and should take account of key stakeholder’s views and seek approval from EDoF. This will also require an assessment and proposal to develop tools and capability in the business necessary to successfully implement and integrate the programmes mentioned below. ALB Reviews including Spending Reviews - Financial Performance Responsible for developing and coordinating financial advice for the purpose of ALB reviews, Spending Reviews and other Government lead reviews enabling the production of coherent, consolidated plans. 1. Professional, accurate and insightful information provided to review team potentially in challenging situations. 2. Liaising with NHSBSA Directors and divisional management teams to understand their strategic aims and operational imperatives, to inform the production of information. 3. Present highly sensitive, contentious information on all aspects for these Reviews in a clear, understandable, and audience-appropriate manner. This may include presenting to DHSC, HMT, Review Team, NHSBSA LT & Board. 4. Developing and presenting detailed reports summarising status on issues, appraising outcomes, and providing progress reports for senior staff or groups of staff as directed from time to time, tailoring the content to meet the needs of the audience including delivering complex and sensitive messages through written and verbal presentations.
