As a Project Officer you will join a team in the Employment and Skills Service who support the successful delivery of a wide range of projects. It is envisaged that you will be supporting one of the following projects below however this will be dependent upon the needs of the team at appointment. (If you work on the following projects, the role is partially funded by the European Social Fund).

Works Better 15-25 pulls together programmes aimed at supporting Young People to access Education or Employment in Kirklees.

Works Better 15-25 is designed to be inclusive to Kirklees residents. It identifies and addresses the barriers faced by residents aged 15-25 who are not in Education, Unemployed or under Employed and work with them to help them access new employment and skills opportunities.

Works Better 15 to 25 provides a personalised, holistic service offering a comprehensive and innovative matrix of support activities. This is combined with an effective referral process to specialist support agencies where necessary.

Works Better 15-25 Positive Minds is receiving up to £937,187 ESF funding and Youth Employment and Progression is receiving £308,461 ESF funding from the European Social Fund as part of the 2014-2020 European Structural and Investment Funds Growth Programme in England.

In addition, Better Work and WB1525 programme have been awarded over £1million of funding from the West Yorkshire Combined Authority (WYCA) to offer better employment support in Kirklees.

This funding supports the Better Work programme, Works Better previously focused solely on support for unemployed Kirklees residents, providing access to new training and skills, and assistance with jobhunting and interview preparation. Better Work provides support for people who are at risk of redundancy or working in vulnerable sectors, including those who were most impacted by the pandemic and lockdowns. It also supports the under-employed who are working a low number of hours or on zero-hour contracts. The aim is to provide particular support to Kirklees’ most disadvantaged residents. The purpose of the support provided will be to help people build the foundations of long-term careers with secure, sustainable employment.

As a Project Officer, you will work in the Employment & Skills Service working pro-actively alongside Claims & Monitoring officers and will be instrumental in driving the delivery and implementation of projects and key initiatives which support economic growth and prosperity in Kirklees.

You will undertake a key role in the suite of current programmes working collaboratively with internal and external stakeholders and partners to maximise outcomes in line with the council’s objectives and making a substantial contribution to projects that seek to alter the way that we do things and ensuring greater prioritisation of resources.

Having day to day responsibility for key aspects of one or more projects co-ordinating and managing activities you will ensure all team members and stakeholders are working together effectively to deliver projects on time and within budget.

Specific roles and responsibilities will include Project tasks such as:

- Managing and delivering programmes - ensuring funding is maximised for the Council and partners
- Ensure all programmes are Contract Compliance
- Maintain wider strategic leads on behalf of the programme across the West Yorkshire area
- Oversee and manage Audit Visits
- Carry out programme reporting to boards and steering groups as required
- Oversee all procurement activity
- Carry out verification visits with delivery partners on a quarterly basis
- Manage project staff and programme budgets as well as programme outcomes
- Ensure delivery planning and risks are mitigated
