Resilience Officer

**_Standard DBS required for this role_**

A Resilience Officer is needed for 2 to 3 months with previous experience of working within an Emergency planning and preparedness, resilience, or emergency response and recovery context. Ideally you will have experience of working within a Local Authority Setting.

**Key Responsibilities**:

- Provide incident management support when needed
- Provide comprehensive specialist advice and guidance, information, briefings and reports to support Councils political and managerial leadership on resilience related matters
- Design and Deliver appropriate training packages and programmes for all levels of staff and stakeholders
- Undertake plan validation, including development and delivery of local and regional exercises
- Develop and implement a programme of advice and assistance to local businesses and voluntary organisations in relation to Business Continuity Management
- Liaise and undertake joint working with local partners

**Qualifications**:

- Member of BCI, EPS or similar professional body
- Level 7 qualification e.g. Post Graduate Certificates and Diplomas with a considerable breadth and depth of knowledge across the relevant specialist area, or a range of areas Or Evidence of the equivalent level of knowledge gained through work experience

**Skills & Experience**:

- Experience of preparing, maintaining and reviewing Council Emergency and Business Continuity Plans in line with appropriate risk assessments and national guidance including implementing and maintaining effective procedural and control measures for responding to and recovering from major incidents and business continuity interruptions
- Experience of undertaking Change Management, planning and implementing new ways of working in a complex environment.
Experience of preparing risk assessments to support contingency planning arrangements
- Experience of implementing continual improvement through monitoring best practice and adopt lessons learnt as well as audit and assurance processes
- Experience of managing and developing people and allocating resources effectively within a customer focused, service delivery organisation
- Practical experience of carrying out research and producing relevant reports
- Experience of managing funding streams and budgets
- Excellent organisational and prioritisation skills, able to work effectively with mínimal supervision to meet challenging objectives and deadlines

**Knowledge**:

- Substantial knowledge and understanding of the legislative frameworks, policies, key issues and working practices relevant within the specialism of this post, including policy development, corporate/strategic planning and managing change
- Understanding of performance managing programmes of work or plans and reporting against targets
- Knowledge of auditing processes and procedures and developing appropriate action plans
