The Strategic Asset Maintenance and Facilities Management (SAM&FM) Service is responsible for the maintenance of the council’s general fund property estate. The service deals with facilities management, all reactive repairs as well as medium to larger-scale capital maintenance of buildings. At the same time, the service is responsible for ensuring the council discharges its obligations in terms of statutory compliance ensuring that its asset portfolio is safe and fit for purpose.

The council has a large and varied portfolio of buildings across Wiltshire. These include the operational buildings from which council services are run (leisure centres, depots, and libraries) as well as a commercial estate and rural estate.

The newly created Contract and Works Delivery Team oversees the delivery of planned maintenance for the councils’ assets. Working closely with the Compliance and Servicing team and using condition information the team will establish a 5-year maintenance programme for each of the council’s asset portfolios. Annually the team will coordinate and deliver the maintenance programme, liaising with the managing the works and the associated maintenance contracts.

The team also manages the reactive helpdesk which triages repair calls from the various services, sites, and buildings in the estate. The contract and Works Delivery Team coordinates the successful resolution of routine repairs and the escalation and completion of larger works.

**About the role**

The Facilities and Asset Technical Officers provide support to the service by providing technical input on a range of property-related requests. This will cover all aspects of SAFM work including building maintenance, soft FM (cleaning, security) and energy management. You will support the Central Facilities Building Manager in all aspects of the day to day running of County Hall.

Officers will provide technical input on business case development so that the asset portfolio can be managed with an appropriate balance between risk, cost, and income. This will involve providing technical input when scoping out works, arranging pre-start meetings, monitoring contractors’ works while they are on-site and conducting post-work inspections. Provide technical and financial advice to schools to ensure statutory compliance” to both positions if possible

**About You**

Educated to QCF (NVQ) level 4 with proven experience in a building-related discipline you be able to draw on technical knowledge to inform business case development. You be skilled at contract monitoring, have an eye for detail, have excellent planning and organisational skills and can prioritise and coordinate workloads. You will have experience in managing projects and supervising the work of others and be able to communicate complicated issues to a wide variety of customers and stakeholders.
