**Role Purpose**:
The role of Investment Lead will not only help plan our investment for the remainder of the regulatory period but create the 10-year investment plan for the next regulatory cycle. This is critical in ensuring we get the best settlement in the next regulatoryperiod, enabling long term success for the organisation.
Our team are beginning to prioritise investments effectively across our different asset types, which is an Ofgem expectation and something we must be able to do as different types of asset present different risks.
To ensure we get best value from the investment in our assets, NGN must justify and demonstrate the value of every investment decision we make, using a range of financial and non-financial factors. The role needs to identify, prioritise, and ensure the efficientdelivery of asset investment plans for specific asset types.
In addition to the Investment Planning duties, the Role also requires the preparation and submission of expenditure approval papers and business cases to the Investment Strategy Groups for sanction of CAPEX investment projects. Following sanction, the postholder will sometimes be expected to manage the design scope of the project up to G17 Part C status.
**Key Accountabilities and Responsibilities:**
- Produce and deliver; CAPEX Strategy Documents, Business Cases, Cost Benefit Analysis Reports, for all work on our Network Assets at Pressures above 2 bar
- With reference to NGN’s RIIO-2 Business Strategy, plan next year’s CAPEX project design, procurement, and delivery phases by input of data into our CAPEX Project Planning Tracker
- Support a team of NGN colleagues, engineers and designers to ensure all of NGN’s regulatory obligations are met with respect to Asset Health improvements and reduction of Asset Risk across the Network
- Produce cost estimates for design scopes and prepare business cases for sanction of the required investment. Present business cases at Investment Steering Group meetings
- Produce specifications for survey work and options studies required for Pre-Construction Engineering Data Packs required for Capital Project Contracts
- Manage minor design projects within time and budget constraints and report on progress as required by the Capital Projects IMS
- Assist on all Investment & Design Team activities withing CAPEX projects including; Value Engineering studies, Design TQ’s, Lessons Learned Reviews
- Provide CAPEX business strategy support to all Project Managers within the current CAPEX Programme
**Expertise, knowledge, and skills required**:
- Excellent communication skills both written (document and business case preparation) and oral (presentations and representation at discussion forums and meetings)
- Ability to influence and negotiate with a variety of stakeholders
- Leadership of multi-functional teams across several departments, with strong emphasis on feedback and performance improvement.
- Commercial skills and high-integrity Engineering awareness, as required to manage critical design projects on the high-pressure gas network.
- Ability to challenge normal engineering and investment practices against alternative scenarios
- Strategic planning and Investment options appraisal
- Knowledge and understanding of UK infrastructure regulatory framework and principles (not necessarily in the utility sector)
- Ability to represent NGN at external meetings and in the market
- Experience in a Strategic Asset Management and/or Investment Planning role
- Full UK Driving Licence is desirable
