**The role**

We are currently looking to appoint a Climate Change Programme Officer. The role will support the development and operation of the Rossendale Climate Emergency Network and delivery of Rossendale Council’s Climate Emergency Action Plans.

**Qualifications**

Degree or equivalent qualification in fields relevant to Sustainability or a related discipline e.g. Regeneration, Economic Growth, Energy or Environmental Studies.

**Duties and responsibilities**
- Be responsible for developing action plans, which are aligned with the Council’s agreed carbon reduction targets.
- Support the Public Protection Manager by leading on developing and managing project teams delivering climate-positive activity.
- Keep appraised of new developments in the field, producing briefing notes, reports and updates on emerging issues or innovations as required.
- Aid colleagues in challenging services using positive and supportive techniques to ensure that their activity is aligned with the Council’s overall climate goals.
- Support the team’s performance management function in the collection and monitoring of relevant carbon reduction performance indicators.
- Be responsible for the production of papers for the Council’s Corporate Management Team and the Rossendale Climate Emergency Network to keep elected members, partnership members and senior officers updated on the progress of key projects.
- Undertake independent research on best practice and policy for the consideration of the Corporate Management Team.
- Be responsible for the development, rollout and delivery of suitable Carbon Literacy Training across the Council and Partnership.
- Liaise with and support Partnership members on bids for funding and other internal carbon reduction projects.
- Facilitate local people and community groups to generate, develop and deliver climate action projects

**Person Specification**
- Experience of climate-positive actions as part of an academic course or through voluntary activity
- Experience of writing and presenting reports, which are accurate, concise and support effective decision making (can include academic work).
- Experience of working with the public and/or organisations from the Public, Private and Third Sector.
- Experience of managing projects of a related nature
- Academic knowledge of environmental and sustainability policy development and initiatives.
- Awareness of the role of different organisations from the private, public and voluntary sectors in delivering carbon reduction activity
- Awareness of public attitudes towards environmental issues and climate-positive trends
- Awareness of the co-benefits of positive climate behaviours and their role in motivating individuals and organisations to change.
- Knowledge of the role and the key opportunities and challenges of local government.
- Ability to absorb and analyse data from a number sources and re-present in a cohesive and accessible format
- Skilled user of Microsoft products including Word, PowerPoint, Outlook and Excel, or the ability to learn these based on knowledge of comparable products
- Effective communication skills including public speaking
- Ability to deal with members of the public sensitively and effectively
- Ability to work as part of a team
- Skills in customer care
- Ability to work collaboratively with internal and external partners
- Ability to use own initiative and manage own workload with mínimal supervision
- Ability and willingness to demonstrate the council’s values and behaviours
- Full current driving licence and access to a vehicle for work purposes
- The ability to occasionally work outside normal office hours
