**Summary**:
Building a strong Commercial Function in Government, and with it the right commercial capability, is at the heart of a far-reaching programme of Civil Service reform.
We are building a cadre of commercial talent in all Government departments; people who can manage our commercial portfolios, who can lead our most complex and novel programmes and projects, people who have the gravitas and depth of experience to work alongside our policy and operational leaders to develop innovative commercial arrangements, whether through joint ventures, outsourcing or best-in-class contracts.
We have already made significant progress through the establishment of the Government Commercial Organisation (GCO), our single employer of senior commercial talent across government. This role will sit within the GCO, but based in our BEIS commercial team delivering departmental objectives.
**Job description**:
As the Commercial Compliance Lead you will lead the development of and embedding the BEIS Commercial compliance service offering, including the delivery of Contract Management Health checks and associated compliance activity on all contracts above and below £10m. You will also support delivery of the BEIS Group Commercial Assurance Board (CAB), which assures commercial activity over £10m, at Outline and Full business Case stages.
The post holder will have primary responsibility for the development and delivery of compliance and assurance services for BEIS across the Commercial lifecycle and working with senior leaders across BEIS. Proactive engagement with stakeholders will be required when developing and embedding a blended approach to ensure that sourcing activities are compliant (Public Contract Regulations, playbook and procurement policies, standards, and delegated authorities), and contracts are adequately managed in line with commercial, financial, and reputational risk appetite.
You will also support commercial transactions and assurance for those above £10m, including new contracts and variations for BEIS core Department and Partner Organisations. Proactive engagement with stakeholders will be required to advise them on how to develop the commercial case, providing challenge where required and identifying areas of improvement. Working with Cabinet Office, senior leaders in BEIS Commercial and its Partner Organisations, this role is critical to ensuring robust, defendable commercial and investment decisions are made.
**Responsibilities**:
- Leading the development, delivery and embedding of BEIS commercial compliance and assurance framework, ensuring robust and value-added review processes are in place;
- Supporting the review of BEIS Group commercial cases to be discussed at the Commercial Assurance Board (CAB) and when required, act as commercial key holder for the Project and Investment Committee (PIC) which is the board in BEIS responsible for investment decisions;
- Leading on ensuring that robust assurance processes are in place and followed throughout BEIS Group, including support management of the Commercial Assurance Board and conditions, gathering and assuring pipeline data and Cabinet Office interface on Commercial Spend Controls;
- Leading the Assurance and Compliance Team in engagement with commercial leads in embedding best practice Compliance and Assurance processes across the Group and liaising with Government Commercial Organisation (GCO) to leverage and implement best practice and initiatives;
- Supporting delivery of commercial awareness, capability, and continuous improvement, ensuring that the BEIS commercial and wider Department has the right tools, processes and skills to deliver departmental priorities and contributing to the development and implementation of a consistent commercial service offering;
- Play a key leadership and change management role in developing a strong commercial function for BEIS and across government.
