**Job summary**:
In recognition of the hurt caused by the infected blood scandal and highlighted by the Infected Blood Inquiry (IBI), the government has accepted the moral case for a compensation scheme to pay compensation to those infected and affected. This is a unique opportunity to shape, design and implement the organisation for a new Arm’s Length Body (ALB) - the Infected Blood Compensation Authority and build high performing teams.

**Job description**:
The Clinical Assessor will sit within the Operations Directorate, reporting ultimately to the Head of Customer Service. This will be a pivotal role in providing a clinical point of view in order to make the right compensation payment owed to beneficiaries in a timely manner.

The Clinical Assessor will work very closely with Case Managers to provide clinical review of compensation cases. This assessor’s clinical expertise will support decision-making in relation to compensation, for example reviewing specific impact and severity of disease.

Clinical Assessors will be working with potentially incomplete historic data and documents to inform judgements while always keeping the needs of potentially vulnerable users at the heart of everything that we do.

This is an exciting opportunity to shape learning and develop the compensation service, working with policy and guidance teams in an agile environment. You will be working with uncertainty and ambiguity, helping the team to develop a minimum viable product and this will require adaptability, an innovative mindset and resilience.

We want you to shape how IBCA will deliver justice and an excellent service for claimants.

Please note that for the first few weeks there will be a requirement for you to be based on site full time whilst we develop the learning products together and build the team. Following this, hybrid working on a flexible basis will be available (at this stage we will comply with CO standards of **at least** 60% days in the office).

Clinical Assessors will:

- Support the award of compensation for those infected with either Hepatitis B or C or HIV;
- Assess medical records to aid case managers on compensation package decision, particularly in complex cases relating to severity of infection and asserting date of infection in particular;
- Review medical-related complaints and providing advice to case managers;
- Advise the Chair & Board on complex medical cases or specific issues;
- Support users with evidential requirements;
- Provide advice on communications, training, guidance material, and engagement activities.

**Permanent opportunities to move to the new Infected Blood Compensation Authority (IBCA)**
At the moment all IBCA roles are hosted by Cabinet Office. However, once the new authority is set up, it is anticipated that these roles may move over to the new Infected Blood Compensation Authority which will be a separate employer to Cabinet Office. This move of roles to the new IBCA will be via a TUPE/COSoP transfer. It is important to note that IBCA will be a public service employer, rather than Civil Service, but it is anticipated that employees will be able to join the Civil Service Pension Scheme and maintain continuity of service within the pension scheme.

**Essential**:

- Excellent verbal communication to convey judgements clearly and confidently to colleagues;
- A fast-learner, able to reflect accurately and use reflections and insights to improve future decision-making.
- Excellent written communication so that clinical judgements are properly reflected in case notes for case managers and users, and material for appeals etc.
- An ability to demonstrate a broad clinical knowledge; to include very good knowledge and understanding of Hep B, Hep C and HIV and their impacts;
- Ability to be responsible and accountable for decision making;
- Ability to interpret and analyse complex medical records;
- Flexible and collaborative colleague, able to work productively in a group and generous with knowledge and skills;
- Ability to summarise technical and complex information clearly;
**Experience**:

- 5+ years post qualification experience in healthcare;
- Experienced and confident decision-maker, able to accept high levels of responsibility.
