The **Central Response Coordination Unit** (CRCU) is a cross-cutting coordination team, set up in the wake of the department’s need to respond to major cross-cutting incidents (e.g. Grenfell, COVID-19, Afghanistan evacuations), and is resourced to deliver in two key areas:

- Preparedness: preparing the department to respond to threats and hazards (e.g. pandemic preparedness, evacuation of British Nationals, major building failure), putting in place arrangements for responding to incidents ready for activation; and
- Response: CRCU are the core team within the Departmental Operations Centre (DOC) for major emergencies. CRCU members lead (typically) on policy, ministerial and senior briefing and situational reporting.

**Priorities**:
Building MHCLG-wide resilience (preparedness)
- CRCU reports to the Director of Resilience and Recovery (RED) but forms strategic links across the department.
- CRCU maintains an overview and engagement with individual risk playbooks, testing and exercising with relevant policy teams and runs a programme of assurance to test preparedness.
- CRCU engages with teams, that might hold relevant interests across MHCLG and build awareness of their responsibilities in time of crisis.
- CRCU runs the secretariat for the departmental governance of resilience and preparedness, including a senior Resilience Board and Resilience Working Group.
- CRCU works closely with RED’s Response Management Team (RMT) who lead on the 24/7 Operational Centre to ensure RED and MHCLG are operationally ready for major emergencies.

Coordinating cross-departmental activity (response)
- CRCU co-owns a MHCLG Emergency Plan, outlining departmental arrangements for responding to a range of crisis events.
- CRCU is one of two main teams within the Departmental Operations Centre when a large-scale emergency occurs. CRCU typically manage 3 cells: Policy, Briefing and Situation Cells. These support RED and the Department by:

- identifying opportunities to strengthen our intelligence, data, policy or protocol including writing policy advice to ministers.
- commissioning and drafting high quality briefing for internal and external senior/ministerial meetings.
- producing the departmental SitRep (Situational Report) to ensure that seniors and ministers have access to a clear and up to date information picture as the response progresses.
- coordinating activity of MHCLG policy teams with wider resilience functions during response to a crisis.

**Job description**:
As the Policy Officer: Emergency Preparedness and Response your responsibilities will include:

- Lead on resilience risk preparedness projects, such as implementing a resilience risk assurance framework across the Department and taking on new projects as they arise.
- Lead on engaging across the Department on risk specific planning, assisting teams with their response plans to ensure they line up with risk agnostic planning.
- Lead on the strategic direction and regular running of the department’s Director General chaired Resilience Board and Deputy Director chaired Resilience Working Group.
- Reviewing the quality of all papers sent up to the Board, and drafting key products such as chairs briefs, minutes and Board slide packs.
- Forming excellent working relationships with teams across the department, including private offices, to ensure the work of the Resilience Board and Working Group meets the CRCU’s strategic aims.
- In an emergency response, immediately moving into the DOC and pivoting as required to work in a policy, briefing or situational cell, producing high quality work to tight deadlines as the response requires.
- As part of the DOC in response, take on a leadership position within a cell, being the expert on due process and standard procedures to help induct others.
- Take on a lead on an internal team work strand, such as information management, training or away days.
