Finance Business Partner

The Finance Business Partner will be responsible for all aspects of financial management and financial business development within their defined programme areas and will ensure the provision of high quality advice, information, analysis and interpretation to Budget Holders and SROs to underpin future planning, effective decision making and meaningful performance management. You will be responsible for delivery of finance reporting to your programme’s Budget Holders and SROs, maintaining financial controls to support governance and providing financial support to budget setting, cost improvement and business cases.

- Work alongside and maintain good and effective working relationships with senior colleagues, clinicians and staff, both within and outside of the ICB.
- Present highly complex, sensitive or contentious information to staff and clinicians where there may be barriers to understanding. This may include Governing Body members, senior clinicians and officers in the organisation and wider NHS, contractors and Local Authority officer.

- Able to analyse and interpret incomplete, highly complex numerical and verbal data, to develop and consider a range of options and make judgements that support the delivery of the ICB’s objectives and minimise risks.

- Provide timely expert financial information and advice in relation to lead programme areas to support contract management and negotiations and other organisational business requirements.
- Co-ordinate the production of financial information and advice to strict non-negotiable deadlines, meet local and national targets.
- Continually review, refine and upgrade information systems as required.
- Line management and leadership of the finance team reporting to this role including recruitment, appraisal, discipline and training.
NHS Lincolnshire Integrated Care Board (ICB), is a new statutory organisation bringing the NHS together locally to improve population health and establish shared strategic priorities within the NHS.
The post holder will work as an employee of the NHS Lincolnshire Integrated Care Board and lead the team that provides financial expertise and intelligence to Budget Holders and SROs of the ICB on defined programme areas. The post will also support the Senior Finance Business Partner in the development of the financial strategies and plans of the ICB, linked to the overall plans to deliver cost effective health services to the people of Lincolnshire.
You will be the finance lead for your programme areas and will need to build strong relationships with both internal and external partners. The role will support the commissioning team for Mental Health, Learning Disabilities and Autism as well as working closely with system partners including the NHS Provider Trust and Local Authority in Lincolnshire.
Finance and Business Planning
- Inform the ICB’s budget setting within the resources allocated.
- Provide financial support and advice to procurement.
- Review and support development of ICB, provider and system wide business cases in relation to lead areas of the role by providing financial expertise
- Ensure a collaborative approach within ICB and system finance teams which shares knowledge and best practice to support innovation and intelligent best value system thinking.
- To complete the annual and periodic budget setting processes, in conjunction with relevant budget holders and the Senior Finance Business Partner, for your programme areas ensuring these are realistic, fully understood by the budget holder and are congruent with targets and activity plans.
Reporting
- Make appropriate arrangements to produce regular high quality financial information and intelligence to the ICB and recommend actions to influence future performance.
- Lead a robust forecasting process for financial information which is commensurate to the financial value/level of risk and provide expert input as appropriate.
- Oversee the timely production of monthly financial information to budget holders for your programme areas and other key ICB stakeholders. This is to include written commentary, year end forecast, trend analysis and projections and an overview of the ICB and system financial position.
- Undertake a comprehensive analytical review of monthly reports to ensure the integrity of the information and highlight and substantiate key issues.
- Assist and/or complete, where required, NHSEI and other external and internal returns.
