Your new Role

National Highways have an excellent opportunity for a Specialist Bridges General Manager to join our team in the South West region. The Specialist Bridges General Manager will have overall accountability for operation of and the change programme associatedwith Avonmouth and the Severn Bridges. You will manage the performance of project teams, ensuring adherence to effective governance, quality assurance, health and safety, technical and specialist standards across National Highways, to ensure successful deliveryof agreed project outcomes.

What you’ll lead on
- Develop and maintain strong collaborative relationships with key internal and external stakeholders, to ensure full mutual understanding of the projects’ strategic and delivery objectives, to report on and review project(s) performance, and to agree solutionsthat resolve complex issues.
- Ensure that all projects are delivered within agreed parameters for quality, cost and time, ensuring that they meet intended outcomes, customer service levels, quality and health and safety standards.
- Lead the identification and evaluation of risks, issues, opportunities, dependencies and constraints associated with the projects, escalating where appropriate. Where necessary, develop, agree and implement solutions to overcome these.
- To continually identify and implement opportunities and approaches for improving investment decision making, optimising the lifetime cost/value of the asset portfolio in scope, and delivering measurable efficiency benefits in line with agreed targets
- To lead the development and delivery of regional in-year maintenance work plans that achieve the expected outcomes and performance targets, and to pro-actively manage the impact of changes, disruptions, unplanned work and any major amendments to the provisionof services.
- To lead the effective monitoring of supplier service delivery for adherence to technical, performance and contractual specifications, and ensure that any deviations, risks and issues are resolved in a timely manner to minimise service disruption
- To act as the nominated Service Manager for the Specialist Bridges Inspection and Maintenance contract; perform, either directly or through nominated representatives, the necessary duties specified as per the terms of the contract.
- To lead the transition of service into the SW region working with local teams to ensure a smooth transition.
- To ensure the health and safety needs and wellbeing of customers and employees are fully considered and accounted for throughout the planning and delivery of each service activity.

To be successful
- Strong awareness and knowledge of duties to be discharged through relevant statutory and regulatory duties, operational standards, manuals, requirements and guidance - e.g. discharging parts of the Highways Act 1980, Road Traffic Regulation Act, Asset DataManagement Manual, relevant DMRB standards (such as HD 19/15 for RSAs or BD63 for structural inspections), Town and Country Planning Act, Control of Asbestos Regulations 2012
- Asset management knowledge
- Up to date knowledge and understanding of CDM and health and safety regulations
- Supplier and contract management and performance
- Project or programme management experience
- Stakeholder management
- Solid understanding of the organisation’s goals, strategy and policies.
- Demonstrable experience of developing long term business and asset management plans
- Demonstrable experience in developing and managing annual financial plans including the development of budgets, capital programmes and service level contracts
- Proven commercial and financial acumen
- Asset management decision making (capital investment, lifecycle costs, value optimisation, service & availability optimisation, social & economic knowledge)
