The Cost Intelligence Manager is responsible for:
- Providing advice and support to the business on commercial issues to enhance Highway England’s capability as an informed and intelligent commercial client
- Providing support in evaluating and reporting the cost base, cost drivers and efficiency delivery across capital and revenue programmes within Highways England
- Collecting cost data and ensuring that it is relevant, timely and accurate
- Interpreting cost data and supporting the creation of information and intelligence and recommending how the use of cost intelligence can improve performance and investment decisions
- Identifying and reporting opportunities for delivering increased and sustainable value for money, efficiency and delivery of key performance indicators
What you’ll be doing
- Managing and developing the Cost Intelligence Analysts and Senior Intelligence Analysts as appropriate, and ensuring that they comply with all relevant health and safety policy and processes.
- Leading commercial work streams designed to enhance HE reputation as an informed and commercially intelligent client across capital programmes. This includes:
- Detailed understanding of cost base and drivers
- Intelligence relating to relationship between asset condition, asset characteristics, age and investment decision
- Creation and demonstration of efficiency delivery
- Supporting the design and implementation of robust processes and systems for cost capture and cost base reporting. Supporting assurance of cost intelligence, ensuring that the quality of reporting withstands scrutiny internally and externally.
- Supporting the design and implementation of end-to-end sub processes for cost intelligence, and reporting on opportunities for improving sustainable value for money and investment decisions. Maintaining robust processes for efficiency generation, delivery,assurance governance and reporting
- Interpreting complex commercial data and identifying trends and conclusions based on this analysis.
- Maintaining Unit Cost dashboards
- Support their team in the resolution of ad-hoc reporting requirements from programmes by converting complex data into simple to understand advice.
- Co-ordinating and reporting on cost activities
- Liaising with other members of the Cost Intelligence Team and other stakeholders to improve our service to clients.
- Providing flexible business support, as may be required to deliver projects and work streams to time, quality and within budget.
- Assessing the impact of inflation and other economic factors on our cast base.
- Managing introduction of Project Bank Accounts and ensure process is embedded across new schemes. Acting as a focal point to support and advise on the introduction of Project Bank Accounts
To be successful
- Be willing to studying for an appropriate professional qualification (preferably already having a degree)
- Commercial and financial management understanding
- Economic analysis understanding
- Process and system development experience
- Stakeholder management and influencing skills
- Delivering commercial outcomes
- Advanced data analysis capability
