**Role Purpose**

Generic purpose - contribute to collective leadership of the council, working

collaboratively with members, services across the council, partners, and

stakeholders to deliver the council's objectives and priorities. Model and embed the

council's values and behaviours, helping to achieve our commitment to be an

outstanding council delivering great value for its residents and businesses.

**Specific purpose**:
Support the Strategic Finance Business Partner on:

- Specific project/programme (internally and/or externally), or
- Significant strategic programmes of work (internally and/or externally), and
- The provision of professional expertise and advice,
- Engagement with key stakeholders (internally and/or externally),
- Innovative and transformative solutions and best practice, in collaboration

with Finance SMT,
- Management of risks and issues identified with the programme,
- Reporting on findings and recommendations within agreed timelines.

Work collaboratively with senior colleagues to develop the council’s strategic approach to service delivery and business improvement to deliver the council’s priorities.

Support a defined business or technical area, developing policy, operational plans and providing expert professional advice as appropriate, to meet quality and statutory requirements and to implement the strategic aims and objectives of the area.

Support the Strategic Finance Business Partner in strengthening skills and competence and fostering a strong culture of standards, performance, and accountability to deliver public value and efficiency.

Role model the council’s behaviours and leadership expectations, and ensure that all approaches and outcomes are consistent with organisational and public service values.

Champion and manage transformational change and embed new ways of working to ensure high quality service delivery and value for money.

Work collaboratively internally and externally to ensure that issues are effectively managed and foster partnership working to promote sustainable service improvements and generate efficiencies.

Support the maintenance of effective budgetary control, while ensuring legal, regulatory and policy compliance within area of responsibility and that effective systems operate to manage performance and risk.

Work inclusively with a diverse range of stakeholders and provide leadership on equality issues to promote equality of opportunity.

Specific Role Accountabilities

**Strategy development**

Support the formulation of longer-term plans in a specialist area to fit broader functional and organisational strategy.

In partnership with Finance SMT colleagues, contribute to developing the strategic direction, objectives, priorities, and culture for the service area, and to ideas for organisational strategy.

Service delivery Support the delivery of a significant work programme on time, with identified resources and within agreed budget.

Act as professional member of the programme team for a key business function across the council, developing the council’s approach at an operational level in line with the council’s business goals and objectives.

Problem solving, analysis and reporting

Support the development and improvement of complex systems to support effective and efficient service delivery, using management information to monitor, manage and improve services.

**Planning and organising**

Develop, consult on, and implement policies and procedures within a specialist area and translate policy into operational plans to secure effective service provision and continuous improvement.

Support the development of policy in own area of specialism and monitor and control its implementation.

**Knowledge management**

Keep informed and support implementation and awareness of changing local and national policy and practice issues and ensure practice within area is compliant with national and local standards and requirements.

Communicate understanding of a specialist area of expertise and build positive relationships with key stakeholders, influencing their decisions, to support continuous improvement.

**Finance/resource management**

Support the development of strategic partnerships and plans to deliver income streams for the organisation and establish efficient governance and delivery processes for income generation opportunities.

Support effective resource optimisation and control by the development, implementation and monitoring of robust service, financial planning, and administrative processes across area of responsibility.

**Work with others/Partnership working**

Work collaboratively with internal partners, partner agencies, external agencies, members and other teams

within the council's directorate to build integrated working practices a
