We are living through an extraordinary period of technological evolution that is changing how we live, work and travel. Geospatial data - that is, data about location - is an increasingly valuable tool for businesses, public-sector organisations, and individuals, giving us new levels of insight and evidence about our place in the world. From the parcel ordered and delivered to you on the same day to the creation of a digital map of the pipes and cables underground, location data is increasingly powering the way we go about our daily lives.
The Geospatial Commission (GC) is an expert committee within the Department for Science, Innovation and Technology responsible for setting the UK Geospatial Strategy and coordinating public sector geospatial activity. It is an economic policy unit supported by a range of professionals including analysts, policy, project managers, and data specialists from a variety of backgrounds. Our aim is to unlock the significant economic, social and environmental opportunities offered by location data and boost the UK’s global geospatial expertise. This is a key time for the Geospatial Commission, as we move towards a mid-point refresh of the UK’s first geospatial strategy in the coming year - building our evidence base to tell the exciting story of what we’ve achieved and where we are going is crucial for delivery.

**Job description**:
**About NUAR**
The National Underground Asset Register (NUAR) programme is run by a dedicated team within the GC, which is building a digital map of underground pipes and cables that will revolutionise the way we install, maintain, operate and repair buried infrastructure in the UK.
NUAR will improve the efficiency and safety of underground works by creating a secure, auditable, trusted and sustainable platform. It will provide a consistent, interactive digital map of buried asset data, accessible when, where and how it is needed by those planning and executing excavations on behalf of underground asset owners. It will also lead to enhanced communication between parties and improve data quality.

Set within the wider GC team, the NUAR programme is envisaged to achieve £350m pa economic benefit through:
- Management of a Government Major Projects Portfolio programme, working in a small Civil Service team and managing an extensive external supply chain.
- Development of a sustainable digital service in line with the Government’s Service Standard, which includes user requirements and agile ways of working.
- The adoption of the NUAR service by asset owners and those that carry out excavations.
You will join the team at a critical time, with the NUAR programme one year into an ambitious three year build programme. We are about to launch the NUAR ‘minimum viable product’, which will include data from a variety of asset owners in North East England, Wales and London, as well as core functionality to meet the ‘safe dig’ use case. Beyond this point, the platform will be continually enhanced with increased and improved functionality (in line with user feedback) as well as data from additional asset owners in the MVP regions, Northern Ireland and the remaining regions in England.
**Key role objectives**
- Responsibility for the delivery of the NUAR service (including both data transformation / ingestion and platform development), ensuring it meets user needs and follows the Government’s Service Standard.
- Oversee activities to ensure awareness of NUAR to:
- Maximise the value of the service.
- Demonstrate both leading and learning in the industry.
- Support the onboarding of asset owners both directly and indirectly.
- Transition the NUAR service from ‘delivery phase’ to ‘operational phase’, ensuring that the service in its end state is consistent with the objectives of the UK’s geospatial strategy.
