Delivery Officer

**Salary: £29,064 - £31,537**

**Contract: Fixed Term until 31**st** March 2028**

**Hours: 37 per week**

**Location: Hybrid Working - Central York (substantive base)**

**Are you an experienced Delivery Officer with strong organisational and project management skills, including delivery experience, looking for an opportunity to further develop?**

**We are looking for 2 experienced officers to join the Programme Management Function within the Economy Directorate at the York and North Yorkshire Combined Authority.

**The Organisation**

The York and North Yorkshire Combined Authority was established as a new organisation in early 2024. It is a public sector employer with access to powers and funding to unlock transport and housing improvements, boost skills provision and help the economy transition to net zero for York and North Yorkshire. The Mayor also holds responsibilities in relation to Policing, Fire and Crime.

This growth requires us to have the right people, in the right posts, at the right time. To this end, we are seeking to appoint 2 exceptional Delivery Officers to join our programme Management Function and ensure we have a strong and flexible team to support the implementation of our work. The opportunity to extend the team follows successful planning of our Mayoral Investment Funds and a broadening of the scope of our work.

**The Opportunity**

As a Delivery Officer you will support the practical implementation of programmes and activities, as developed through the Combined Authority’s investment funds.

Importantly you will:

- Be supporting your colleagues within the Programme Management Function and external providers to successfully navigate project management requirements; this will include working with a range of internal colleagues, but also a wide range of delivery partners pivotal to our strategic and operational success.
- Be a critical support to Programme Management Officers within the Programme Management Function and across Technical Teams within the Economy Directorate.
- Support Programme leads (within technical teams), to ensure compliance with all process, governance, assurance and audit requirements. This will include gathering evidence of achievement and impact, managing claims and payments. Together ensuring as a department we deliver on time, in budget and aiding our monitoring and performance management.
- Have the project management confidence to work across multiple projects and programmes, becoming familiar with the content of some of our core agenda’s over time such as skills, business and community development opportunities
- Complete implementation support throughout the lifecycle of the programmes and projects, helping the department to compile regular progress reports, co-ordinating claim information and identifying and working to minimise risks/issues.

- Excellent communication skills, with a good political awareness
- Proven skills working with colleagues to achieve common goals
- Strong understanding of a project lifecycle and the intricacies of each stage, with a knowledge of handling information from a range of internal and external sources/providers, ideally in a local authority setting.
- A flexible approach with the ability to respond effectively to changing circumstances and work on your own initiative.
- The ability to build trusted relationships with internal and external colleagues.
- Confidence in managing and prioritising the demands of a complex and varied workload, taking responsibility for a range of functions.
- Excellent IT skills with knowledge of Microsoft packages such as Excel, Word, Outlook and PowerPoint, with the ability to produce clear and concise reports.
