Head of Product Governance

Do you have proven experience of leading and designing Product Governance Frameworks and a deep knowledge of Insurance within Financial Services? We’re seeking an expert Head of Product Governance to design and deliver Product Governance for AXA Commercial. You’ll ensure annual Product Review’s are completed on all products, so AXA Commercial remain compliant with regulatory expectations and internal AXA requirements.
The scope of the Product Governance Framework will span all distribution channels (D&T, SME, Direct and SDA) within AXA Commercial. It’ll also include third party firms where we have delegated authorities in place with them to discharge key activity on behalf of AXA Commercial and will cover co-manufacturer and follow-line arrangements. You’ll support senior business stakeholders with new product design due diligence, significant adaptations on existing products and support product run-offs. The work must pay due regard to the specific complexities and risk exposures within the in-scope areas and should be designed to facilitate the delivery of the business strategy and financial plan, as well as recognise the regulatory landscape within which the business operates.

You'll work at least 40% of your week away from home, moving to the majority of your working week from September 2025. Away from home means either attendance at one of our office locations, visiting clients or attending industry events.
**What you’ll be doing**:
- Develop and implement comprehensive change management, colleague communication and engagement lead Product Governance Frameworks.
- Implement, develop and maintain a strong product governance framework, and associated processes, ensuring full compliance with FCA regulations including PROD and consumer duty.
- Lead, coordinate and oversee periodic reviews of existing products and services to ensure they are and remain suitably compliant with AXA policy and regulatory expectations.
- Oversee the approval process of new products and services, including product risk assessments and working closely with product owners to complete appropriate approval processes in line with AXA UK and AXA Group requirements.
- Manage significant adaptations for commercial business and assist in oversight of product removals.
- Periodically review, oversee and challenge Target Market Statements and Fair Value Assessments.
- Support themed assurance activity and MI / KPI reviews ensuring that oversight and assurance is delivered periodically.
- Champion product governance and own the review across AXA commercial and be the point of contact with 2nd and 3rd lines of defence for all areas of Product Governance.
**What you’ll bring**:
- Experience of leading and designing Product Governance Frameworks and setting requirements and expectations with a deep knowledge of Insurance within financial services business.
- Comprehensive knowledge of testing and assurance methodology and practices.
- Excellent report writing skills with good attention to detail, ability to absorb high volumes of information and distil to pertinent facts.
- Good management experience with the ability to support and coach own team and those within the wider team to drive a culture of excellence.
- Pragmatic and balanced in approach with excellent ability to quantify and size risks and issues accurately.
- Curious and does not take information at face value - is comfortable to provide questions and challenge until issues are resolved to a satisfactory standard.
- Excellent communication and stakeholder management skills, experience of dealing with C suit executive and reporting to forums, committees and boards.
As a precondition of employment for this role, you must be eligible and authorised to work in the United Kingdom.
