Senior Product Owner Service Requirements Overview

The Senior Product Owner is accountable for analysing, prioritising and translating business requirements into technical units of work that are implementable by Scrum Agile development teams. The role holder is accountable for the creation and ongoing maintenance of the product backlog, ensuring that stories are appropriately sized and include sufficient information to enable development of high-quality software. The role holder provides Agile expertise to ensure backlogs are well maintained, prioritised, and managed, acting as an effective conduit between the development team and the business stakeholders should any technical issues or ambiguities arise, further ensuring that expectations of sponsors and stakeholders are met.

The Identification & Rating (I&R) Senior Product Owner will be responsible for the I&R product area within the RUC project. The I&R component consumes vehicle detections from cameras around London to produce chargeable items which can be matched to customer payments for driving within the Congestion Charge, ULEZ or LEZ schemes. I&R is also responsible for vehicle data and any other data that may have an effect on the amount of money charged to customers.

The Senior Product Owner will work with all others as necessary within the project including the Solution Architects and other stakeholders to establish an optimal solution which meets requirements, adheres to technical strategy/constraints and considers total cost of ownership.

Key Knowledge / Skills
- Azure technologies (including but not limited to: - API Manager, Active Directory, Functions, Storage, Service Bus etc);
- Demonstrable experience of working on projects of a similar size, nature and complexity as RUC over the past 5 years
- Communicate effectively with non-technical stakeholders about complex technical concepts to effectively define and prioritise the features, refine the scope, and collect the story requirements and acceptance criteria.
- Engage with Solution Architects to ensure the architecture and NFRs are defined as required and ensure that any elements requiring cross-Area discussion and review are brought to the Technical Authority.
- Coordinate with Product Owner Lead, other Area Product Owners and the Technical Delivery Manager to ensure that work is correctly sequenced, scoped, and prioritised to avoid delivery conflict in terms of integration points and to meet the Product Goals within the milestones set.
- Provide Product Owner Lead, other Area Product Owners, Technical Delivery Manager and other stakeholders with visibility of development progress against Feature estimates and Product Goals, ensuring clear and early understanding of whether milestones will be met.
- Balance competing tasks and demands effectively, so that all development teams are able to build consistently and with a constant flow of requirements.
- Be available to the teams and stakeholders in order to answer questions and provide prioritisation calls, ensuring that responses are given efficiently so as not to hold up delivery or development progress.
- Capable at actively listening to, negotiating with and managing conflict, in order to determine scope and prioritisation for teams, and to effectively collaborate with other Product Owners to solve problems and determine solutions between Areas.
- Excellent organisational skills, to ensure that features and stories are prepared and streamed to the teams to optimise the delivery flow.
