The Mayor’s Office for Policing and Crime (MOPAC) is the organisation through which the Mayor of London exercises his role as the Police and Crime Commissioner for London and is led by the Deputy Mayor for Policing and Crime. MOPAC undertakes a broad range of statutory duties and works closely with the Mayor of London, the Deputy Mayor, and the Metropolitan Police Service (MPS) to deliver the priorities that will create safer London communities.
Most public complaints made to the Metropolitan Police Service (MPS) come with a right of review. Complainants can request a review if they are unhappy with the handling or outcome of their complaint. The Mayor’s Office for Policing and Crime (MOPAC) Police Complaint Reviews Team (CRT) complete those reviews.
When a public complaint made to the Metropolitan Police Service (MPS) is recorded, complainants have a right to appeal if they are dissatisfied with how their complaint has been handled or the outcome determined. For those cases where the appeal authority was previously the MPS, the large-scale reforms of the police complaints system now see appeals being referred to the MOPAC.
Police Complaint Reviews Caseworkers are responsible for:
- Reviewing the outcomes of MPS complaints, and reaching fair, objective decisions in line with applicable regulations and statutory guidance.
- Producing clear decision letters which communicate review outcomes.
- Acquiring and assessing all relevant case documentation.
- Assessing lengthy testimony against the legislative requirements of police complaint regulations.
- Working with the MPS to recognise areas of thematic learning, and sharing best-practice approaches for the effective management of complaints and minimisation of any grounds for review.
- Working collaboratively with colleagues across MOPAC to ensure complaints related correspondence is responded to appropriately.
- Applicants will have a keen eye for detail and the ability to assess lengthy testimony against the legislative requirements of police complaint regulations when considering reviews.
All members of the CRT work closely alongside their counterparts from the MPS and the Independent Office for Police Conduct to discuss outcomes and facilitate opportunities for collective learning.
The Act gives Police and Crime Commissioners (PCCs) extended responsibilities for the oversight of the police complaints system. This will be underpinned by an explicit responsibility to hold the Chief Constable accountable for handling public complaints.
The role requires experience of working in the resolution of public complaints. You will have a keen eye for detail and the ability to assess lengthy testimony against the legislative requirements of police complaint regulations. Caseworkers must be able to write concise, plain English, unambiguous outcome decisions.
All applicants will require strong analytical skills to assess the grounds of appeal and assess supporting information to reach an objective decision in line with applicable regulations and statutory guidance. Outcomes must then be communicated to appellants and the MPS in such a way that sets out the rationale for the decision.

**Where are we based?**
