Job Purpose:

- To lead and manage the delivery, maintenance, performance and continuous improvement of DBS facilities and estates, and health and safety management within 3 locations (2 in Liverpool & 1 in Darlington), including maintenance and implementation of effective business continuity plans for the workstream.

Management of the functions within the DBS Facilities portfolio including Stephenson House in Darlington & Shannon Court and 1 Tithebarn Street in Liverpool covering:

- Facilities & Estates Management, Governance & Strategy
- Facilities & Estates Team Management & Development
- Operational Supplier & SC Relationship Management
- Operational Supplier & SC Contract Management
- Health and Safety
- Financial/Budget management
- Business Continuity
- General Administration

Description:
Manage a budget of approx. £6m including contracts, rent and utilities, ensuring value for money principles. Overcoming particular challenges in forecasting and profiling spend reliant on third party management processes and elements which are demand-led.

Responsible for developing a working system to effectively understand and manage the short and longer-term estates pressures, not only for the DBS but working closely with the Home Office (HO), Government Property Agency (GPA) and other Government departments as deemed necessary. Act as Subject Matter Expert (SME) and Business Partner (BP) for all aspects of DBS Facilities and Estates areas, disaster recovery plans, including all those stated within this document, and represent the DBS as appropriate and applicable on any and all such forums.

**Facilities Management**
- Build a clear view of the current footprint of our people and the locations they are based devising the As-Is state and managing the process to keep it up to date.
- Act as key point of contact for Home Office Property Services in respect of lease and FM arrangements at both Liverpool sites.
- Act as key point of contact for Government Property Agency in respect of lease and FM arrangements at Darlington.
- Ensure that DBS has appropriate FM arrangements in place within all of its sites, including the implementation of assurance activities to ensure FM facilities are fit for purpose and input reports to directors and Associate Director, senior managers and the Strategic Leadership Team (SLT).
- Provide regular updates to Stakeholder forums, SLT, board and its committees as required.
- Collation of accommodation and FM requirements across the barring & disclosure functions and implementation of agreed arrangements.
- Project manage the actions that surround lease breaks alongside business and workforce requirements. Including facilities projects.
- Advise on and coordinate the specific day to day management of Estates, including understanding the impact of staff moves and estates requests and when a buildings lease expires.
- Implement a clear communications Programme to provide clarity to DBS staff around what will be delivered and when.
- Ensure that third parties supply FM facilities to the agreed standards by putting in place procedures and compliance arrangements to ensure that private partners are achieving their agreed facilities SLAs.
- Provide input and support to the development of the mid and long-term DBS accommodation strategy.
- Provide input to sustainability reporting to ensure DBS meets its responsibilities for both sustainable FM provisions and associated reporting.
- Develop and own the Facility Management To-Be strategy and identify opportunities for improvements.
- Act as an FM / workplace SME providing input into projects and programmes across the organisation.
- Ensure that the Facilities Management complies with and are aligned to the appropriate best in class standards such as but not limited to the relevant and current ISO standards as applicable, like ISO41001:2018.
- Effectively lead, manage and develop the Facilities Management team across both sites.

**Contract Management**
- Ensure that any and all required Contract Change Notices or equivalent are necessary, appropriate and viable from an operational perspective and are aligned to existing and/or future requirements and planning and demonstrate Value for Money (VfM).

**Business Continuity/Disaster Recovery**
- Co-ordinate the Facilities Business Continuity activities within Stephenson House & Shannon Court and ensure documentation is up to date working with BCP leads from
