**Job summary**:
A member of the Unitary Board, the Chief People Officer is a member of the Corporate Group, responsible for the HR/people function. The group also consists of the Finance, Commercial and Infrastructure and Laboratory Services functions.

This is a role for someone who really wants to shape the future of this changing organisation, including its culture, values and skills and making talent management for our cadre of medical and scientific specialists and generalists a key strength. Reporting to the Chief Executive Officer, managing Executive and Non-Executive relationships, the Chief People Officer (CPO) will lead on helping the MHRA to achieve its aspiration of being recognised as a great place to work, enabling everyone to have the opportunity to build and grow their careers within an organisation that seeks to build on its international reputation and be a leading global regulator.

The HR function in the agency was excluded from the operating model design work for the entire Agency that was recently implemented on the grounds that it would be temporarily increasing in size to support the wider organisation. The CPO would lead that work on appointment.

**Job description**:

- The Chief People Officer will be accountable to the Chief Executive for:
- Providing support and guidance, acting as a ‘trusted advisor’ on people topics;
- They will work closely with the Board around people governance areas such as reward, succession planning and people risk.
- Key Responsibilities- Work very closely with the Chief Executive Officer and Executive colleagues as a member of the Executive Leadership Team, playing a key role progressing the strategy through the

transformation programme and Delivery Plan;- Lead the HR team, providing functional and professional guidance, and line management to a minimum of 2 direct reports;
- Act as a trusted advisor to the executive committee and the CEO;
- Be a thought partner to the CEO on people topics, willing to test and challenge her thinking;
- Contribute to an executive team environment that facilitates rich debate, constructive challenge, and effective decision-making;
- Build strong, productive relationships with key external partners, including colleagues in DHSC, the wider healthcare family, Civil Service HR, Cabinet Office and HM Treasury;
- Operate with transparency and a no-surprises mindset. Communicate regularly, challenge when required, and raise issues quickly;
- Excellent facilitation and negotiating skills applicable across a wide range of situations;
- Support the Chief Executive, and Executive colleagues in the ExCo to lead the Agency as one organisation to deliver for public health in the UK throughout transformation and beyond;
- Lead and drive the development and growth of our change management capability, working in partnership with key colleagues;
- Maintain and promote our true partnership approach with our local and full time Trade Union officials;
- Build effective relationships with a wide cohort of colleagues and create a culture of collaboration across the Agency, embracing an innovative and creative approach;
- Establishing and maintaining good internal and external stakeholder relations;
- Promoting and enabling true equality of opportunity
- Create a high accountability, collaborative, high performance culture.- Build and model candid, respectful, tolerant, trusting relationships across the leadership team;
- Contribute towards the continued corporate development of the Agency, including acting in line with the Agency’s values, and supporting the development of a culture to foster collaborative
