The post-holder will be a key member of the CCG’s senior finance team and will be responsible for the provision and management of all aspects of the Financial Accounting and Management Accounting functions. The post-holder will be responsible for ensuring that financial control systems, procedures and policies are in place so that the financial integrity and robustness of data is maintained at all times, allowing the CCG’s monthly financial position and annual statutory accounts to be reported both accurately and timely in full compliance with all relevant accounting standards and concepts as adopted by the Department of Health.

The post-holder will be responsible for ensuring that there is proper control over the CCG’s cash and revenue resource allocation ensuring it is accurately reflected within the budgetary and accounting systems. The post-holder will also lead on the development of the CCG’s financial plan and provide professional financial advice on highly complex financial issues which supports the business and strategic planning function.

Support the delivery of organisational financial statutory duties and NHS England financial business rules.

Responsible for the production of the Annual Accounts and support the production of the Annual Report in accordance with published timetables and adopted accounting policies as set out in the Department of Health Group Accounting Manual (GAM);
Manage the preparation of robust audit working papers and act as the central liaison point for the External Audit during the audit of the Annual Report and Accounts.

Ensure that financial policies, procedures and controls are adequate, updated and adhered to, and that financial control related audit recommendations are implemented.

Responsible for interpreting changes in accounting guidance and evaluate the impact on the organisation.

Lead the effective financial management of the CCG such that the forecast financial position is understood and that the CCG’s underlying financial position is monitored and reported accurately.
