We are looking for a Project Controller to work on NPL’s National Measurement System (NMS) Programme. This includes overseeing program governance, resolving issues, leading Department for Science, Innovation and Technology (DSIT) reporting, supporting project planning, managing internal communications, and mitigating project risks. The NMS provides the UK with an infrastructure that delivers world-class measurement science and technology and is funded by DSIT. It provides traceable and increasingly accurate measurement standards, helping the UK become safer, healthier, greener and more prosperous. The NMS has a substantial impact on every aspect of UK life and its economic success. It enables the UK to compete in global trade and manufacturing by ensuring consistency and recognition of measurement units and standards worldwide. Internationally leading knowledge and expertise is passed on to UK stakeholders by a coordinated knowledge transfer programme.
You will be part of the PMO Portfolio Office, who provide PMO services across NPL and resources to ensure all our projects are managed to the highest standard. The Portfolio Office continuously develops improvements across our project portfolio to help project managers deliver their projects effectively and efficiently.
**As a Project Controller within the NMS programme, key responsibilities will include**:
- Ensuring relevant governance is followed by all the projects in the programme and be proactive to resolve issues where this doesn’t happen. This includes change management within the projects of this programme.
- Lead the reporting to DSIT and ensure the relevant quality of reporting is achieved by the relevant deadlines
- Support other project managers or operational leaders in formulating and planning their projects via coordination, training and tools or proactively being part of the planning team.
- Owner of the internal communications to all relevant stakeholders.
- Monitoring project performances, analysing the relevant information about delivery and working with project managers and programmes to resolve issues and mitigate risks.

**What you will bring to the role**:
- Track record of successfully controlling a portfolio of high complexity projects, within programmes for several stakeholders across an organisation.
- Managing change within projects/programmes/ and communicating to multiple stakeholders across the business
- Managing risks and issues within projects/programmes and communicating to multiple stakeholders across the business
- Project budgeting and forecasting at project level and a programme level
- Reporting to project programme stakeholders and customers within agreed deadlines, with the input of multiple stakeholders.
- Excellent communication skills and stakeholder management
- Strong organisation skills and ability to work towards deadlines.
**It would be great if you did have**:
- Demonstrable experience of managing high complexity projects/programmes within a PMO environment.
- Experience on developing other project managers via the developing of training, tools or mentoring.
- Experience in creation of business cases, planning and reporting.
- Demonstrable experience in proactive governance control, project/programme controls and delivery monitoring and influencing.
- Contract management experience would be an advantage.
